About this opportunity
Northwestern Chester County Municipal Authority (NCCMA) is soliciting sealed bids for the West Pump Station Replacement Project, a comprehensive wastewater infrastructure replacement initiative located in Honey Brook Township, Chester County, Pennsylvania. The project involves construction of a new suction lift style pump station with building and site improvements to replace an existing below-grade package pump station, including demolition of existing equipment, construction of sanitary sewer and force main piping with associated manholes, installation of new pumps with grinder pump and wet well, and general site improvements including fencing, gates, pavement, and electrical connections to a proposed generator building. The procurement is structured as three separate lump-sum contracts: WPS-1 (General Construction), WPS-2 (Electrical Construction), and WPS-3 (Mechanical Construction), with online bids due Wednesday, May 20, 2026, at 10:00 AM local time through the PennBID platform (https://pennbid.bonfirehub.com/). The project requires compliance with comprehensive technical specifications covering concrete work, masonry, electrical systems, mechanical equipment including a Gorman-Rupp base-mounted pumping system, control systems with variable frequency drives, process control networks, lightning protection, and SCADA integration. Contractors must meet stringent qualifications including minimum three to five years of documented experience in similar work, professional engineering oversight for delegated design items, and compliance with the National Electrical Code, Pennsylvania Building Code, NFPA standards, and AWWA standards. A non-mandatory pre-bid conference and site visit are scheduled for Tuesday, April 28, 2026, at 10:00 AM, with site access coordinated through Derek Ink at plant@nwccma.net or (610) 273-2264. Bid security of 10 percent of the maximum bid price in the form of a certified check or bid bond, a Non-Collusion Affidavit, a Public Works Employment Verification Form (demonstrating E-Verify enrollment compliance), and an Equal Employment Opportunity Certification must accompany all bids. Evaluation criteria include bid responsiveness, contractor qualifications, financial capability, experience with similar projects, and compliance with all contract requirements, with the contract awarded to the responsible bidder submitting the lowest responsive bid.
The project carries a prevailing wage requirement under the Pennsylvania Prevailing Wage Act, mandating that all contractors and subcontractors pay workers minimum rates determined by the Pennsylvania Secretary of Labor and Industry, including employee benefits, with weekly payroll certifications required on the state-mandated Form LLC-25. The West Pump Station project is not designated as a set-aside for disadvantaged enterprises, minority-owned businesses, women-owned businesses, or small businesses; however, nondiscrimination and affirmative action requirements under Title VI of the Civil Rights Act of 1964, Executive Order 11246, and applicable sections of the Rehabilitation Act of 1973 apply to all contractors with contract amounts exceeding $10,000. Performance and Payment Bonds, each equal to 100 percent of the contract price, are required within 15 days of receiving the Notice of Award, along with proof of insurance with minimum limits of $4,000,000 for general aggregate liability and $4,000,000 for products-completed operations aggregate. No incumbent contractors are identified in the procurement documents; the existing West Pump Station must remain operational until the new facility is constructed, tested, and approved by the Owner and Engineer. The Water Quality Management Permit (PA DEP Permit No. 1525403, approved December 30, 2025) has been obtained for a facility with a design capacity of 698 gallons per minute. The project budget is not explicitly stated in the bid documents, though the estimated project cost for each contract exceeds $25,000, triggering prevailing wage and bonding requirements. Substantial Completion is required within 430 days after the contract commencement date, with liquidated damages assessed at $350 per day for delays beyond Substantial Completion and $150 per day for delays in final completion, with a one-year correction period and warranty obligations extending beyond project closeout.
