About this file

This is a Quality Requirements specification document prepared by Herbert, Rowland & Grubic, Inc. for the West Pump Station Replacement Project under the Northwestern Chester County Municipal Authority in Pennsylvania. The specification establishes minimum quality standards and requirements for all work performed on the project, including quality control procedures, tolerances, labeling requirements, and testing and inspection services. The document mandates that contractors monitor and ensure specified quality over suppliers, manufacturers, products, services, and workmanship throughout the construction period. All materials, products, and equipment are subject to inspection by the Engineer and Owner at the place of manufacture or fabrication. The specification requires manufacturers, fabricators, professional engineers, and testing agencies to meet defined qualification standards appropriate to their roles. Tolerances must comply with manufacturers' recommendations and reference standards, with contractors required to adjust products to appropriate dimensions before securing them in place.

The specification requires contractors to employ and pay for independent testing agency services acceptable to the Owner, with the testing laboratory authorized to operate at the project location and maintaining full-time specialist staff. Testing equipment must be calibrated at reasonable intervals with accuracy traceable to the National Bureau of Standards. The independent testing agency is responsible for performing all specified tests and inspections, submitting reports to the Engineer, Contractor, and authorities having jurisdiction in Pennsylvania, and promptly notifying relevant parties of any observed irregularities or nonconformance. Retesting or re-inspection required due to nonconformance is charged to the Contractor through deduction from the Contract Sum. The specification clearly limits the authority of testing agencies, prohibiting them from releasing, revoking, or altering contract requirements, approving work, assuming contractor duties, or stopping work. Manufacturers or suppliers may be required to provide qualified field staff to observe site conditions and quality of workmanship, as specified in individual specification sections.
