About this file
This is a specifications document for excavation work prepared by Herbert, Rowland & Grubic, Inc. for the West Pump Station Replacement Project being administered by Northwestern Chester County Municipal Authority in Pennsylvania. The document outlines the scope of excavation services required, including soil densification, excavation for building and structure foundations, paving, roads, parking areas, slabs-on-grade, site structures such as tanks and manholes, and landscaping. The work encompasses unclassified excavation with no additional payment consideration for material difficulties, and contractors must call Pennsylvania One Call System, Inc. at least three working days prior to work commencement to locate and mark underground utilities. The excavation protection plan must be prepared under the direct supervision of a Professional Engineer licensed in Pennsylvania and include structural calculations. The contractor is responsible for verifying the location and depth of all utilities, maintaining existing services that must remain operational, and recording locations of encountered underground utilities. Excess and unsuitable materials must be removed from the site, and the contractor must underpin adjacent structures that may be damaged and repair items indicated to remain that are damaged during excavation operations.
The specifications establish that field quality control must include visual inspection of bearing surfaces by an inspection agency before subsequent work installation, and inspections of excavation and controlled fill operations must be requested in accordance with applicable codes. The contractor is required to prevent soil displacement, maintain soil stability, protect excavation bottoms and adjacent soil from freezing, and protect all structures, utilities, and facilities from damage caused by settlement, lateral movement, undermining, washout, and other hazards created by earth operations. Loose matter and trimming requirements must be completed, with rock and boulders up to one-third cubic yard measured by volume to be removed as part of standard excavation, while larger material removal is addressed under Section 31 23 16.26 - Rock Removal. The contractor must notify the Engineer of any unexpected subsurface conditions encountered and correct any over-excavated areas as indicated on project drawings.
