About this file
This is a Contract Modification Procedures document for the West Pump Station Replacement Project managed by Northwestern Chester County Municipal Authority in Pennsylvania. The document outlines the procedural framework for handling changes to the construction contract, including processes for requests for interpretation (RFI), minor changes, proposal requests, change orders, and work change directives. The project involves three separate contracts: WPS-1 (General Construction), WPS-2 (Electrical Construction), and WPS-3 (Mechanical Construction), all to be bid on a lump sum basis. Bids are due online by Wednesday, May 20, 2026 at 10:00 AM local time, with public opening and reading of bids to follow immediately. The project scope includes construction of a new suction lift style pump station with building and site improvements, demolition of the existing below-grade package pump station, construction of sanitary sewer piping and associated appurtenances, installation of new pumps, force main piping, and general site improvements including fencing, gates, pavement, and electrical connections. Bidding documents are available through the designated website at https://pennbid.bonfirehub.com/, and prospective bidders are required to register as plan holders on the designated website for access to all official notifications, addenda, and project information.
The modification procedures document establishes that the contractor must designate an authorized individual to receive change documents and maintain liaison with the engineer. Contractors are required to submit proposal requests within 10 days of issuance, including detailed cost breakdowns with quantities, unit costs, applicable taxes, delivery charges, equipment rental, labor and equipment costs directly attributable to changes, and updated construction schedules reflecting the impact of proposed modifications. Change orders require approval by the owner and execution by both owner and contractor, and can be structured as stipulated price change orders or unit price change orders. The document requires contractors to maintain detailed records of work performed on a time and material basis and promptly revise all contract documents, including the Schedule of Values, Applications for Payment, and Progress Schedules, to reflect authorized changes and adjustments to contract price and time.
