About this file

This is a Masonry Mortaring specification document prepared by Herbert, Rowland & Grubic, Inc. for the West Pump Station Replacement Project in Chester County, Pennsylvania, administered by Northwestern Chester County Municipal Authority. The specification details the requirements for mortar materials and installation for masonry work as part of the broader pump station replacement project, which includes construction of a new suction lift style pump station with building and site improvements, demolition of the existing pump station, sanitary sewer piping and manholes, grinder pump installation, force main piping, fencing, pavement, and electrical connections. The project involves three separate bid contracts: WPS-1 for General Construction, WPS-2 for Electrical Construction, and WPS-3 for Mechanical Construction, with bids due online by May 20, 2026 at 10:00 AM local time on a lump sum basis. Bidding documents are available through the designated website https://pennbid.bonfirehub.com/, with prospective bidders urged to register as plan holders for access to updates, addenda, and official notifications.

The mortaring specification requires compliance with ASTM standards and The Masonry Society guidelines, with materials including Type I Portland cement, standard masonry aggregate compliant with ASTM C144, Type S hydrated lime, and potable water. The specification mandates Type S mortar mixes for both structural and non-structural masonry applications in accordance with ASTM C270, prohibits calcium chloride, and specifies Dry-Block water repellent as manufactured by Grace Construction Products. Installation must follow TMS 402/602 standards with field quality control including mortar mix establishment per ASTM C270, proper mixing procedures within specified timeframes, and adherence to cold and hot weather requirements. The manufacturer must demonstrate a minimum of three years' experience, provide product samples illustrating color and color range, submit manufacturer instructions and certifications, and provide qualifications documentation prior to project execution.
