About this file
This is a Payment Procedures specification document for the West Pump Station Replacement Project under Northwestern Chester County Municipal Authority in Pennsylvania. The document establishes the framework for contractor compensation, including the submission of a Schedule of Values within 15 days after Notice of Intent to Award, detailed breakdown of the Contract Price aligned with the Project Manual's Table of Contents, and identification of major specification sections, subcontract amounts, site mobilization, bonds, insurance, and Project Management costs. Contractors must submit Applications for Payment at stipulated intervals in electronic format, accompanied by construction photographs, partial releases of liens from subcontractors and vendors, updated construction schedules, and substantiating data as required by the Engineer. Initial Applications for Payment require submission of subcontractor lists, preliminary construction schedules, products lists, submittals schedules, and certificates of insurance, while Applications at Substantial Completion must include final Operation and Maintenance Manuals and test reports, and final payment applications require evidence of project closeout requirements, final Project Record Documents, and Contractor's Affidavits.
The payment terms require all amounts in the Schedule of Values to be rounded to the nearest whole dollar and total the full Contract Sum, with contractors responsible for furnishing all labor, materials, equipment, and tools necessary to complete the Work in a complete and acceptable manner without additional compensation for miscellaneous items not specifically mentioned in the Contract Documents. Payment will not be made for rejected products, including those wasted or disposed of improperly, determined unacceptable before or after placement, not completely unloaded from transporting vehicles, placed beyond required lines and levels, remaining on hand after completion, or associated with loading, hauling, and disposing of rejected materials. The Engineer maintains final authority to assess defective work and identify payment adjustments, with options including replacement of non-conforming work, remediation with payment adjustment, or retention of defective work with unit price adjustments at the Engineer's discretion.
