About this file
This is a specification document for Section 31 25 00 - Erosion and Sedimentation Controls prepared by Herbert, Rowland & Grubic, Inc., applicable to the West Pump Station Replacement Project in Pennsylvania under the Northwestern Chester County Municipal Authority. The specification establishes requirements for erosion and sediment control measures including rock construction entrances, sediment barriers, and site stabilization. Products specified include non-biodegradable UV-resistant polypropylene geotextile fabric with minimum 12 oz./sq. yd. weight and 120 mil thickness, erosion control mulch blankets with organic biodegradable materials, compost filter socks in 12" to 32" diameters, and high-volume filter bags manufactured from woven geotextiles. The specification references the Pennsylvania Department of Environmental Protection's Erosion and Sediment Control Program Manual and multiple AASHTO, ACI, and ASTM standards for material testing and quality assurance. Construction execution requires weekly inspections of erosion control devices and repairs after each runoff event, with sediment removal when accumulation reaches one-third depth of structures or approximately one-half channel depth.
The specification establishes quality assurance requirements through adherence to Pennsylvania's Erosion and Sediment Control Program Manual standards and mandates pre-installation meetings scheduled minimum one week before work commences. Environmental conditions restrict concrete placement when base surface temperature is below 40 degrees Fahrenheit or surfaces are wet or frozen. Site stabilization measures require disturbed areas remaining exposed longer than 20 days to be stabilized with mulch at recommended rates, and stockpile heights shall not exceed 35 feet with slopes maintained at 2:1 or flatter. The specification incorporates references to related construction sections including concrete forming, excavation, fill, and landscape grading, establishing this erosion control work as foundational to the broader pump station replacement project.
