About this file
This is a technical specification document for fill materials and backfilling procedures related to the West Pump Station Replacement Project managed by Northwestern Chester County Municipal Authority in Pennsylvania. The specification section 31 23 23 outlines detailed requirements for backfilling building perimeters, site structures, slabs-on-grade, paving areas, and over-excavation sites. The work includes placement of multiple fill types—including PennDOT 2A structural fill, AASHTO No. 8 granular fill, flowable fill for utility trenches, and suitable backfill materials—in compacted layers not exceeding 8 inches depth. The specification requires systematic backfilling with unfrozen materials at optimum moisture content, a minimum 2 percent slope away from buildings for 10 feet, vibratory roller compaction with minimum 5 overlapping passes, and final tolerances of plus or minus 1 inch from required elevations.
Field quality control requirements mandate laboratory compaction tests per ASTM D1557, D698, or AASHTO T180 standards, with in-place density testing using ASTM D1556, D2167, or D2922 methods and moisture testing per ASTM D3017. Different fill areas require varying compaction densities ranging from 90 percent to 100 percent of maximum density, with interior slab-on-grade requiring PennDOT 2A aggregate to 100 percent compaction and exterior grass areas requiring suitable backfill material to 90 percent compaction. The contractor must verify existing subgrade conditions, underground tank anchoring, and structural wall capacity before commencing backfill work, and must remove or replace any work failing to meet specified requirements based on testing results.
