About this file

This is a technical specification document for landscape grading work prepared by Herbert, Rowland & Grubic, Inc., associated with the West Pump Station Replacement Project being administered by the Northwestern Chester County Municipal Authority in Pennsylvania. The specification covers final grade topsoil preparation for finish landscaping as part of the broader pump station construction project. The work includes placing topsoil to a minimum nominal depth of 4 inches in areas where seeding is required, fine grading to eliminate rough or low areas, removing debris and foreign materials, and lightly compacting placed topsoil. Substrate preparation requires scarification to a depth of 3 inches where topsoil is scheduled, elimination of uneven areas and low spots, and removal of debris, roots, branches, and stones exceeding 1/2 inch in size. The specification establishes a tolerance of plus or minus 1/2 inch for the top of topsoil and prohibits construction traffic over completed topsoil work.

The specification requires that topsoil materials be sourced from a single supplier throughout the work and that manufacturers provide certificates verifying products meet or exceed specified requirements. Materials must comply with standards outlined in Section 31 05 13 - Soils for Earthwork. All topsoil placement must occur during dry weather, with manual spreading required in areas near buildings, utilities, and pavement to prevent damage. The document cross-references related specifications for trenching backfilling, building area backfilling, and seeding, indicating this landscape grading work is one component of the larger pump station replacement project. Bidding for the overall project was scheduled to close on May 20, 2026, with three separate contracts available: WPS-1 for General Construction, WPS-2 for Electrical Construction, and WPS-3 for Mechanical Construction, all on a lump sum basis.
