About this file

This is a Product Requirements specification document prepared by Herbert, Rowland & Grubic, Inc. for the West Pump Station Replacement Project, a construction project for the Northwestern Chester County Municipal Authority in Pennsylvania. The specification establishes requirements for all products and materials to be incorporated into the Work, including named products, new products, or approved equal products. Products must comply with specified requirements and reference standards, be furnished by qualified manufacturers suitable for intended use, and be delivered in manufacturer's original sealed containers with complete labels and instructions. All products must be new at the time of installation unless specifically permitted otherwise. Delivery must follow manufacturer's instructions and be coordinated to minimize on-site storage. The specification addresses three separate bid contracts: WPS-1 for General Construction, WPS-2 for Electrical Construction, and WPS-3 for Mechanical Construction, with bids due online by Wednesday, May 20, 2026 at 10:00 AM local time.

Product storage and handling requirements mandate that all materials be stored according to manufacturer's instructions with seals and labels intact and legible. Sensitive products require weathertight, climate-controlled storage, while exterior fabricated products must be placed on sloped supports above ground. Loose granular materials must be stored on solid flat surfaces in well-drained areas to prevent contamination. The specification reserves the Engineer's right to limit product selection to those with warranties not in conflict with Contract Documents. Where specifications name a single manufacturer or product, that named product must be provided; where multiple manufacturers are listed, the Contractor may select one compliant option. The project generally includes construction of a new suction lift pump station with building and site improvements, demolition of the existing pump station, sanitary and force main piping construction, pump installation, and site improvements including fencing, pavement, and electrical connections.
