About this file

This is a Project Documentation Website specification document prepared for the West Pump Station Replacement Project, a construction initiative by the Northwestern Chester County Municipal Authority in Pennsylvania. The specification outlines requirements for implementing a web-based project documentation system to be administered by the Engineer, who bears all costs during the contract period. The website must accommodate minimum user access levels across multiple stakeholders: two users each for the Owner and Prime Contractors, six users for the Engineer, and two users each for two additional contractors (Contract Nos. 2 and 3). The platform must provide comprehensive functionality including project team directory, correspondence management, meeting minutes, photo documentation, contract modifications (change orders, change proposals, work change directives, and field orders), RFIs, task and issue management, schedule and calendar management, shop drawings and submittal forms, various reports (daily observation reports, contractor daily reports, material testing reports, and inspection reports), drawing and specification document hosting with viewing and updating capabilities, item-specific logs, notification and tracking functions, archiving capabilities, and payment processing. All users must execute a data licensing agreement acceptable to the Owner, and the software provider must deliver comprehensive training and continuous product support throughout the project duration via web-based help desk and tutorials.

The specification designates Submittal Exchange as the required website software package provider and requires that all project documentation be provided in searchable HTML format upon project closeout in three complete archive copies. The document references related specification sections including Project Meetings (01 31 19), Construction Progress Schedule (01 32 16), Construction Progress Reporting (01 32 26), Photographic Documentation (01 33 33), and Submittal Procedures (01 33 00). No pricing terms, set-asides, incumbent information, or funding details are specified within this documentation specification section.
