About this file
This is a Project Summary document prepared by Herbert, Rowland & Grubic, Inc. for the West Pump Station Replacement Project to be constructed by Northwestern Chester County Municipal Authority in Honey Brook, Pennsylvania. The project involves the construction of a new suction lift style pump station with building and site improvements to replace the existing West Pump Station located at 3651 Horseshoe Pike. The scope of work includes demolition of the existing below-grade package pump station and equipment, construction of sanitary sewer piping and associated manholes and appurtenances, installation of a grinder pump and wet well, installation of new pumps, construction of force main piping and appurtenances, connection to existing force main piping, and general site improvements including new fencing, gate, pavement, and electrical connections to a proposed generator building. The project will be executed under three coordinated, concurrent multiple contracts: WPS-1 (General Construction), WPS-2 (Electrical Construction), and WPS-3 (Mechanical Construction), with bids due online by Wednesday, May 20, 2026 at 10:00 AM local time. The bidding documents are available through https://pennbid.bonfirehub.com/, and prospective bidders are urged to register as plan holders on the designated website where all official notifications, addenda, and other bidding documents will be posted.
The document establishes that bids shall be submitted on a lump sum basis for all contracts and emphasizes that the existing West Pump Station must remain in service until the new pump station has been constructed, tested, and approved for operation by the Owner and Engineer. The Owner will be responsible for installing the water well, water piping to the building, and well appurtenances inside the building. The contractor is responsible for continuous maintenance of site cleanliness, dust control, protection of existing equipment and designated trees, maintenance of traffic flow and emergency vehicle access, coordination with the Owner during the entire construction period with 72 hours' notice of activities affecting Owner operations, and compliance with all local, state, and federal laws and regulations. The contract documents note that drawings are general in detail and scope, and the contractor is responsible for all work necessary for completion regardless of whether specifically indicated on the drawings, with no separate payment for adjustments or modifications due to inaccuracies in existing facility information except as determined by the Owner or Engineer.
