How the rankings work

  • Source: every contract action FPDS records, as published on SAM.gov. Grants and other assistance aren't included.
  • Amounts are net obligations: what was obligated, less what was deobligated, by the date of each action. Shares are of everything obligated before deobligations, so they never pass 100%.
  • Parent companies: each action counts under the ultimate parent its award record names (FPDS takes it from the company's SAM.gov registration), or under the awardee when it names none. From FY2025, an awardee whose own actions mostly name no parent, and that no other company's actions name as their parent, rolls up its SAM.gov registration's chain of parent companies instead: it counts under the first company there that other companies' actions name as their parent, or under the parent most of a company's own actions name, whichever comes first; with neither, under the highest company in the chain with federal contracts of its own. Joint ventures stay companies of their own. Each parent appears once, with the awardees its total is made of, so no dollar counts twice. Parents of the same name (Inc., LLC and the like aside) count as one company, since FPDS records a company's parent under more than one UEI over time. Parent names come from FPDS records, or from the parent's SAM.gov registration where FPDS names the parent after a subsidiary.
  • Fiscal years run October 1 to September 30. The Department of Defense reports its contract actions to FPDS about 90 days late, so a fiscal year is ranked once they're in, in February, and its lists don't change after.
  • The trailing 12 months end with the last month that ended at least 90 days ago, for the same reason, and are rebuilt each night.
  • Agency lists follow the agency that funded each action: a department, or for the Department of Defense each military department and defense agency. Industry lists include every code under the code. Agency and industry lists are published when at least 25 contractors had obligations in the period.
  • Placeholder recipients FPDS uses when it names no company ("Miscellaneous Foreign Contractors" and the like) aren't ranked.
