About this file
This is a specification document for aggregates for earthwork prepared by Herbert, Rowland & Grubic, Inc., applicable to the West Pump Station Replacement Project being conducted by the Northwestern Chester County Municipal Authority in Pennsylvania. The specification document outlines requirements for coarse and fine aggregate materials to be used in the project's earthwork, fill, and grading operations. Coarse aggregate materials specified include PennDOT 2A, AASHTO No. 57, AASHTO No. 8, AASHTO No. 3, and Select Granular Material (2RC), all meeting PennDOT Publication 408 standards. Fine aggregate materials include bituminous concrete sand types, mortar sand, and filler materials with specific sieve size gradations detailed in a comprehensive table. The document references related sections for soils, grading, trenching, fill work, and sanitary sewerage piping that coordinate with this specification. Bidding for the West Pump Station Replacement Project was scheduled to close on Wednesday, May 20, 2026 at 10:00 AM local time, with separate contracts for General Construction (WPS-1), Electrical Construction (WPS-2), and Mechanical Construction (WPS-3) on a lump sum basis.
The specification requires that all aggregate materials originate from PennDOT-approved sources and conform to standards established by PennDOT Publication 408, AASHTO, and ASTM International. Materials must be furnished from a single source throughout the work, with samples submitted to the testing laboratory as required by the Engineer. Contractors must stockpile materials at designated on-site locations in sufficient quantities to meet project schedules, maintaining separation between different aggregate types to prevent mixing and managing surface water to prevent erosion or deterioration. Upon project completion, all stockpile areas must be cleaned and graded to eliminate standing water. The document specifies submittal requirements including material sources, manufacturer's certificates, and test results to verify that products meet or exceed specified requirements prior to incorporation into the work.
