About this file
This is a Temporary Facilities and Controls specification document prepared by Herbert, Rowland & Grubic, Inc. for the West Pump Station Replacement Project, a construction initiative by the Northwestern Chester County Municipal Authority in Pennsylvania. The specification defines the contractor's responsibilities for providing and maintaining temporary facilities throughout the construction period, including temporary utilities (electricity, lighting, heating, cooling, ventilation, water, and sanitary facilities), communication services, construction facilities (field offices, vehicular access, parking, and waste removal), and temporary controls (barriers, enclosures, fencing, security, water control, dust control, erosion and sediment control, noise control, and pollution control). The General Contractor must establish a temporary field office of minimum 150 square feet with separate access for the Engineer and Owner, including specified furnishings, electrical service with minimum two 110-volt circuits, and internet service with minimum 25 Mbps download and 10 Mbps upload speeds. The project encompasses separate contracts for General Construction (WPS-1), Electrical Construction (WPS-2), and Mechanical Construction (WPS-3), with bids due online by Wednesday, May 20, 2026 at 10:00 AM local time, and all bids must be submitted on a lump-sum basis.
The specification establishes that contractors bear all costs associated with temporary facilities and utilities required for their work operations. Minimum ambient temperatures of 50 degrees Fahrenheit and maximum temperatures of 80 degrees Fahrenheit must be maintained in construction areas unless otherwise specified. The contractor must provide trained flag persons for traffic regulation, establish designated haul routes in consultation with local authorities, and maintain 20-foot-wide driveways clear for emergency vehicle access. All temporary utilities, equipment, and facilities must be removed before the Final Application for Payment inspection, with underground installations removed to a minimum depth of two feet and all areas restored to original condition. Weekly janitorial services are required for field offices, and debris removal must occur weekly with compliance to the Construction Waste Management and Disposal section.
