About this file
This is a References section from the specifications for the West Pump Station Replacement Project, a construction project managed by Northwestern Chester County Municipal Authority in Pennsylvania. The document establishes the standards, definitions, and industry references that govern the contract performance. The file provides standardized definitions for contract terms such as "approved," "directed," and "indicated," and clarifies that applicable construction industry standards carry the same force and effect as if directly incorporated into the contract documents. Reference standards in effect as of the contract document date apply unless the specifications include more stringent requirements. The document includes comprehensive lists of abbreviations and acronyms for industry organizations, code agencies, and government entities that may be referenced throughout the project specifications, including standards-setting bodies such as ASTM, ANSI, ACI, and ASCE, as well as Pennsylvania-specific agencies including PENNDOT and PADEP.
The References section does not address pricing, set-asides, funding sources, or contract award information. Instead, it serves as a foundational component of the technical specifications by directing contractors to obtain copies of referenced industry standards directly from their publication sources and establishing that familiarity with applicable standards is the responsibility of each entity engaged in construction on the project. The document clarifies the contractual relationship between parties shall not be altered by references to external standards, and it confirms that contractors must request clarification from the Engineer if specified reference standards conflict with other contract documents.
