Task Assignment HW687 Terracon Proposal No. PHB247051

Dear Mr. Sostre:

Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to the Florida Department of Environmental Protection Waste Cleanup Program (FDEP WCP) to redevelop selected monitoring wells and conduct quarterly groundwater monitoring at the Webb’s Cleaners (ERIC_5175) facility located at 1601 Broadway Avenue, Riviera Beach, Palm Beach County, Florida.

Pursuant to an FDEP review letter dated November 25, 2024, for an Annual Groundwater Monitoring Report (Terracon, November 18, 2024), the proposed scope of work includes redeveloping monitoring wells MW001, MW003, MW005 and MW100; and collecting groundwater samples from those wells on a quarterly basis for volatile organic halocarbon (VOH) analysis.

Scope of Services

Field preparation. Update health and safety plan for drilling and well installation/redevelopment, and VOH groundwater sampling.

Mobilize to site. Redevelop four existing on-site monitoring wells: MW001, MW003, MW005 and MW100.

Mobilize to site. Perform groundwater sampling of four monitoring wells for VOH analysis: MW001, MW003, MW005 and

MW100.

Collect water levels from 9 wells: MW001, MW003, MW004, MW005, MW006, MW009, MW100, MW101, and MW102.

Quarters 1 to 3: Review data and prepare email deliverable with updated tables, figures, lab report, and field notes/forms after each quarterly sampling event.

Quarter 4: Review data and prepare an Annual Groundwater Monitoring Report summarizing quarterly sampling results. Include updated tables, figures, field notes and lab reports.

Proposal for Well Redevelopment & Quarterly Groundwater Sampling Webb’s Cleaners, ERIC_5175 Riviera Beach, FL December 23, 2024 Terracon Proposal No. PHB247051

See attached LOE for details

Schedule Deliverable Groundwater Monitoring Report submitted within 20 business days following receipt of laboratory results from the final (fourth) quarterly groundwater sampling event.

Compensation See attached CEF for details.

SITE RECOMMENDATIONS

As summarized in the Annual Groundwater Monitoring Report dated November 18, 2024, eight monitoring wells (MW001, MW003, MW004, MW005, MW006, MW009, MW100 and MW101) were sampled in October 2024 and analyzed for drycleaning COIs and PFAS, with one additional monitoring well (MW102) also sampled for PFAS. Vinyl chloride was detected above the GCTL in wells MW001, MW003, MW005, and MW100. Historically, MW100 (screened 29-30 feet bgs) in the former source area has not had vinyl chloride concentrations reported above the MDL since sampling was initiated in 2007. Generally, vinyl chloride has been detected in the 20- to 50-foot bgs depth interval, while the shallow water table interface wells (3-13 feet bgs) and deeper intermediate wells (77-82 feet bgs) reported below the GCTLs. In the review letter dated November 25, 2024, the FDEP recommended a year of quarterly monitoring for the four remaining wells with exceedances (MW001, MW003, MW005 and MW100). If two consecutive clean results are achieved for any well, sampling of that well would cease. If all four wells achieve two consecutive clean results, sampling for all wells would cease, and a Site Rehabilitation Completion Report (SRCR) would be prepared instead of the Annual Groundwater Monitoring Report.

DELIVERABLES

An email deliverable will be prepared after each quarterly sampling event for Quarter 1 through Quarter 3, to include a brief field activities summary, updated tables, figures, lab reports, and field notes/forms. An Annual Groundwater Monitoring Report will be prepared after the Quarter 4 sampling event and will detail and summarize the monitoring well redevelopment activities, groundwater sampling activities, field observations/notes/forms, and analytical results from all four quarters. The report will include updates to the site’s historical data tables and updated exhibits of groundwater flow and well concentrations. Conclusions and recommendations will include a summary of results and recommendations for future sampling or remedial activities should the results indicate the on-site plume is nearing eligibility for Risk Management Option (RMO) I closure. If all wells achieve two consecutive quarters of clean results, a recommendation will be made to discontinue sampling for all wells, and a Site Rehabilitation Completion Report (SRCR) will be prepared instead of a groundwater monitoring report.

Proposal for Well Redevelopment & Quarterly Groundwater Sampling Webb’s Cleaners, ERIC_5175 Riviera Beach, FL December 23, 2024 Terracon Proposal No. PHB247051

SCHEDULE

It is estimated that the wells will be sampled within four weeks from TA authorization, and that each quarterly deliverable (emails for Quarter 1 through Quarter 3, report for Quarter 4) will be submitted within 20 business days of receiving the laboratory analytical report for the associated reporting period.

CLOSING REMARKS

Terracon services will be conducted in accordance with the terms and conditions contained within DEP Waste Cleanup Program (WCP) Contract No. HW687, executed January 5, 2022. It is understood that a Task Assignment will be issued to authorize us to perform this work.

We appreciate the opportunity to provide this proposal and look forward to working with you on this project. If you should have any questions or comments regarding this proposal, please contact either of the undersigned at 772-343-9787.

Sincerely, Terracon Consultants, Inc.
