Task Assignment HW687 DC Terracon Proposal No. PHD257035
Dear Mr. Sostre:
Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to the Florida Department of Environmental Program (FDEP) Waste Cleanup Program (WCP) to conduct a Modified Active Gas Survey (MAGS) Event for Dadeland Cleaners (ERIC_4461) located at 8765 S Dixie Highway, Miami- Dade County, Florida. The objective of this MAGS sampling event is to verify the MAGS soil gas PCE exceedances reported in the 2021 SAR, prepared by Tetra Tech. The MAGS resampling event will help understand if an Interim Source Removal System (ISR) for a Soil Vapor Extraction (SVE) system is necessary, or verify the site meets the conditions for No Further Action (NFA). Terracon will also submit a proposal for groundwater sampling under separate cover as the 2022 groundwater sampling results were reported below regulatory standards.
Scope of Services
Subtask 1. Project Management Subtask 2. Modified Active Gas Survey (MAGS) Subtask 3. IDW Management Subtask 4. Preparation of Letter Report
See attached LOE for details
Schedule Submit a Letter Report of on-site activities within 20 business days following receipt of laboratory results.
Compensation See attached CEF for details.
Proposal for MAGS Testing Dadeland Cleaners, ERIC_4461 Village of Pinecrest, FL May 29, 2025 Terracon Proposal No. PHD257035
SCOPE OF SERVICES
Subtask 1 – Project Management
Shawn Ouellette P.G. will serve as the Project Manager during the field investigation. Donna Cline P.E.
will be involved throughout the project, serving as Authorized Project Reviewer.
Subtask 2 –Modified Active Gas Survey
Pre-Task Planning will be performed to prepare for field investigations. Terracon will prepare a site-specific health and safety plan.
Modified Active Gas Survey (MAGS)
MAGS will be conducted by Terracon using a regenerative blower connected to a portable power generator. The purpose of conducting the MAGS investigation is to determine whether soil impacts still exist from the former Dadeland Cleaners that are less likely to be detected using traditional (discrete) soil sampling techniques and identified during the 2021 SAR. MAGS involves the extraction and analysis of air from a well screened through the unsaturated soil column and collecting vacuum and flow measurements from the extraction well and adjacent wells.
Terracon is proposing to re-install MAGS-01 to a depth of nine feet below ground surface (bgs). The MAGS well will be constructed with an 8-foot section of Schedule 40 PVC, 2-inch diameter, 0.020 slotted screen flush threaded to a 1-foot section of PVC riser. The MAGS well will be filter packed with ¼ inch pea gravel to 1 foot bls followed by a thin layer of fine sand and a hydrated bentonite layer. The MAGS well will be completed with a grout seal to about 4 inches bls. A 6-20 filter sleeve will be placed around the well screen to filter fine materials from entering the well screen. Additionally, MAGS-07, MAGS -08, MAGS-09, and MAGS-10 will need to be cored out and utilized in this MAGS sampling event.
Terracon has contracted with JAEE Environmental Solutions to perform the installation of the MAGS Well and a certified laboratory for the soil gas analysis. At the terminus of the MAGS event, the MAGS wells will be patched with a layer of fast setting concrete for the ISR implementation if deemed warranted.
Modified Active Gas Survey (MAGS) Testing Terracon will connect the vacuum extraction system to each MAGS point individually and soil gas will be extracted from each point for a maximum of 60 minutes. Applied vacuum, flow rate and photo ionization detector (PID) readings will be continuously monitored and periodically recorded during the extraction period. Vacuum influence measurements will also be periodically collected from surrounding MAGS points to evaluate the radius of influence of each extraction point. A step test will be conducted at the first test location to determine an appropriate default vacuum to apply to the rest of the MAGS points.
A soil gas sample will be collected from each MAGS point at the end of the extraction period for analyses by the Laboratory. A summary of MAGS operational data will be provided in a brief letter report.
Subtask 3 –Investigation Derived Waste
Decontamination activities will take place at a designated staging and laydown area. The soil cuttings and water IDW will be containerized in a 55-gallon drum and staged on-Site at a designated location.
It is estimated that 2 drums of IDW will be generated in Subtask 2 and the transportation and disposal costs for the drums are included under Subtask 3.
Proposal for MAGS Testing Dadeland Cleaners, ERIC_4461 Village of Pinecrest, FL May 29, 2025 Terracon Proposal No. PHD257035
Terracon recommends subcontracting Erwin Remediation, Inc. (Erwin) for IDW transportation and disposal. Terracon will provide oversight of the IDW pickup, and sign waste manifests as an agent of
FDEP.
Subtask 4 –Letter Report
Terracon will prepare a Letter Report that will detail and summarize the MAGS activities, field observations, and results of the soil gas analysis and will include data tables and exhibits of the soil gas concentrations. Conclusions and recommendations will include a summary of results and recommendations for future sampling or remedial activities, if needed.
