About this file

This document is a Task Assignment (TA) under Contract HW687 between the State of Florida Department of Environmental Protection (FDEP) and Terracon Consultants, Inc. The task assignment authorizes work at Corman's Cleaners, a dry cleaning facility located at 3464 SE Dixie Highway in Stuart, Martin County, Florida. The project is identified as ERIC_4924 and falls under the FDEP's Waste Cleanup Program. The Department Project Manager is Dean Cox (850-245-8969), and the contractor's project manager is Donna Cline (813-321-0340). The task assignment is effective November 10, 2022, with a completion date of May 31, 2023.

The task assignment authorizes costs for groundwater volatile organic compounds (VOHs) sampling, including sample shipping, laboratory analysis, expendables, and sample results reporting, with a total fixed unit rate value of $2,855.96. The primary deliverable is a Groundwater Monitoring Report including field notes and forms, updated data tables and figures, certified laboratory reports, sampling data summary, and site recommendations, due January 31, 2023. The cost breakdown includes direct labor ($817.22), overhead ($947.97), fringe benefits ($459.77), laboratory analytical costs ($252.00), sample shipping ($110.00), field expendables ($46.50), and a completion fee ($222.50). Payment is contingent upon FDEP approval of the Groundwater Monitoring Report covering both project management and groundwater monitoring and reporting subtasks. The field work is coordinated with a separate PFAS sampling task assignment, and the sampling focuses on determining whether groundwater contaminant of concern concentrations have dropped below applicable groundwater cleanup target levels.

Memorandum

TO: HW687 Contract File FROM: Dean Cox, Contract Manager SUBJECT: DC024A Groundwater VOHs Sampling – Corman’s Cleaners (ERIC_4924)

DATE: 11/9/2022

This TA authorizes costs for groundwater VOHs sampling, along with associated costs for sample shipping & analysis, expendables, and sample results reporting. The total cost of this TA is $2,855.96 and this entire amount is fixed unit rate. The costs for this TA were negotiated. The original TA proposal costs are reduced in this TA by $107.04 or 4%.

The field work in this VOHs sampling TA will be coordinated with PFAS sampling tasked in a separate TA. The last VOHs sampling at this site in 2020 indicated PCE as the only COC above a GCTL, at 3.69 ug/L in MW001 (onsite/interior). Vinyl chloride and 1,1,-DCE were also detected above their GCTLs but these contaminants are considered to be from an offsite source, per WSCS discussions between the PM and PG.

This VOHs sampling event is being done to determine if groundwater COC concentrations have dropped below applicable GCTLs and indicate an additional sampling event(s) will demonstrate groundwater cleanup completion. Additional soil sampling to confirm soil concentrations below SCTLs is being completed in a separate TA that also includes a repeat of the site MAGS test. Site access has been confirmed as accurate & current.

These select monitoring wells changed per email from Breck

Dalton and Dean Cox dated 9/23/22.

◼ Collect depth to water level measurements from 3 shallow and 3 deep monitoring wells, to include MW006 and PZ002

◼ Review data and prepare an Annual Groundwater Monitoring

Report including updated tables and groundwater flow and concentration exhibits. See attached LOE for details

Proposal for Annual Groundwater Monitoring and Preparation of Report, Revised to include a PFAS event

Corman’s Cleaners, ERIC_4924 ■ Stuart, FL

October 5, 2022 ■ Terracon Proposal No. PHD227093

SITE RECOMMENDATIONS

Recent site assessment activities were reported in a Site Assessment Report, Revision 1 in June 2021, prepared by Tetra Tech. A summary of the findings is provided below:

▪ The site is an operating drycleaner that recently converted to using a petroleum-based drycleaning solvent.

▪ As stated in the July 17, 2016, SAR review memorandum, the 1, 1-DCE/vinyl chloride plume is unrelated to drycleaning operations conducted at the Corman’s Cleaners site, funds from the

Florida Drycleaning Solvent Cleanup Program cannot be used to assess and clean up the 1,1-

DCE, vinyl chloride plume.

▪ A Natural Attenuation Monitoring (NAM) Presumptive Remedy Approval was issued on

December 28, 2018 and confirmed that the groundwater contamination is primarily 1,1-DCE and vinyl chloride and is believed to originate offsite. However, since a source has not been located, “continue to perform NAM.”

▪ In an April 21, 2020 report prepared by TetraTech, the confirmation of 1,1-DCE in monitoring well MW002, confirmed that DCE contamination has an offsite, upgradient source and is suggestive that vinyl chloride is present from the degradation of 1,1-DCE.

▪ PCE is present at a concentration slightly exceeding the GCTL in MW001, screened from 4 to

90 feet bgs, located inside the building.

▪ This proposal has been revised to be performed with a separate PFAS groundwater sampling event (HW687 Task Assignment HW003A). Thus, the CEF/LOE reflects reductions in staff time for mobilizations, groundwater sampling, IDW coordination, and the vehicle usage, IDW disposal, expendables, analytical related equipment and IDW related equipment.
