Proposal for Supplemental Site Assessment and Preparation of Report SBOBC Plantation Site Plantation, FL September 5, 2025 Terracon Proposal No. PHB247047

See attached LOEs for details

Schedule Deliverable of Revised Supplemental Site Assessment Report by October 24, 2025, as stipulated in the August 11, 2025 SARA Review Letter.

1.0 PROJECT INFORMATION

The School Board of Broward County Plantation site is an approximate 13.06-acre parcel of land located at the SE Corner of south Hiatus Rd and west Broward Blvd, Plantation, Broward County, Florida (hereinafter, referred to as the site). The site is comprised of two land parcels identified as Broward County Property Appraiser’s office (BCPAO) parcel identification numbers 5041-07-15-0020 (11.87 acres southern portion) and 5041-10-70-0140, (1.19-acre northern portion) The site is located in Section 7, Township 50 South, and Range 41 East. The approximate latitude/longitude coordinates of the site are N: 26° 7' 10.68" / W: -80° 17' 43.61".

The site is currently vacant land and is present as a cleared maintained grassed field with 2-to-6-foot raised areas.

Historically, the site was part of a larger agricultural area that was utilized to cultivate row crops from approximately 1968 to 1999. The site also contained a maintenance/equipment storage/staging area in its northwestern portion and a drainage canal previously transected the entire northern parcel along its frontage with west Broward Blvd.

The review of historical reports and analytical data indicate the presence of arsenic and toxaphene at concentrations in soil above the SCTLs and arsenic concentrations in groundwater above the GCTL.

The extents of soil and groundwater impacts have yet to be satisfactorily delineated. The identified areas are believed to be related to the former row crop agricultural operations and an associated maintenance structure formerly located in the northwest portion of the site. Terracon submitted a Site Assessment Report Addendum, dated June 2, 2025 (received August 4, 2025, by the Division). This proposal is based on the comments received by the Division in SARA review letter dated August 11, 2025.

2.0 SCOPE OF SERVICES

Based on prior discussion and the review letter comments, the proposed scope of services consists of three subtasks involving Project Management, surface water sampling for laboratory analysis, and producing a Revised Supplemental Site Assessment Report:

RE: Site Assessment Report Addendum Broward County School Board Property (EAR No. 1414) & Plantation Canal Property (EAR No. 1417) SE Corner of Broward Blvd and S Hiatus Road, Plantation, FL

ERIC_18360

The Environmental Permitting Division (Division) has reviewed the Site Assessment Report Addendum (Report) dated June 2, 2025 (received August 4, 2025) for the above-referenced site, prepared and submitted by Terracon Consultants, Inc. (Terracon). The Division approves the Report, and requires additional information before Site Assessment is deemed complete pursuant to rule 62-780.600, Florida Administrative Code (FAC).

Summary

The Report documents impacts of agrichemicals related to historic agricultural use on both properties. The extent of historic agricultural use also appears to encompass nearby and adjacent parcels. In soil, the following contaminant concentrations exceed applicable cleanup target levels in vadose soil within the 0-to-4-foot interval below ground surface (bgs): arsenic, aldrin, alpha-BHC, beta-BHC, dieldrin, endrin, gamma-BHC, heptachlor epoxide, and toxaphene. Likewise, cleanup target level exceedances in groundwater include: arsenic, alpha- BHC, beta-BHC, endrin, and dieldrin. Groundwater contaminant exceedances were present in the shallow to deepest depth of approximately 32 feet bgs. During sampling events, water table elevation varied from 4 to 9 feet bgs with a groundwater flow direction towards the west/southwest in the shallow and intermediate zones, and variations in vertical flow directions within the intermediate zone. At this time, there are no definitive plans for future development, and so Terracon plans to evaluate remedial alternatives to make a more definitive recommendation pursuant to subsection 62-780.600(8)(b), FAC.

Division Review

Please note the following:

Any historic data being used for assessment should be included in the appropriate figures and tables.

Horizontal and vertical delineation of groundwater and soil impacts documented in the Report appear to be complete. For purposes of remediation, boundaries of impacted soil should end at the closest “clean” sample. Optionally, if source removal is conducted, sidewalls and pit bottoms can be sampled to confirm removal effectiveness.

Please provide additional discussion regarding leaching potential to both groundwater and nearby surface water bodies. Please include a figure with all soil boring and groundwater monitoring well locations to show the proximity of their locations as part of the leachability assessment. Additionally, please keep in mind that subsection 62-780.680(1)(b)2.f., FAC, requires one year of monitoring to prove contaminants in soil are not contributing to groundwater exceedances.

The Report mentions SPLP testing for toxaphene conducted by Terracon and by the previous consultant, Kleinfelder Inc. Previous results indicated that SPLP had failed in some locations. Please include a discussion regarding these historic test results with respect to leaching potential.

Groundwater sampling logs are missing for samples collected on February 26, 2024, and MW-300D on July 29, 2024.

Please correct the applicable table and figure for dieldrin at SB-112(0.5-2). Additionally, the dieldrin concentration for SB-103E(0.5-2) is missing from the applicable figure.

The waste manifest from May 1, 2025, characterizes waste as petroleum-contaminated liquids and solids. Please confirm that the waste hauler is made aware of and documents the correct type of waste to ensure proper disposal.

The Site Assessment Report Addendum, including the information required herein, is due to the Division by October 24, 2025. Pursuant to the requirements of Section 27-356(d)(4)c., Broward County Code (B.C.C.), please provide written notification at least three working days prior to performing additional field activities at the referenced site.

Also, please note that pursuant to the requirements of Section 27-356(d)(4)b., B.C.C., a time extension request (email or facsimile is sufficient) must be submitted at least 20 calendar days prior to the due date for any report or required activity. Please contact me at (954) 519-1461 or rjayson@broward.org if you have any questions regarding this review.
