About this file
This is a Task Assignment (TA) document issued under Contract HW687 between the State of Florida Department of Environmental Protection (FDEP) and Terracon Consultants, Inc. The task assignment, numbered DC016A, was executed on June 23, 2022, and is effective through October 31, 2022. The project involves groundwater monitoring and reporting services at the Concord Custom Cleaners #715 facility (ERIC_4866) located at 1911 South Adams Street in Tallahassee, Leon County, Florida. The Department Project Manager is Dean Cox, and the Contractor's Project Manager is Donna Cline.
The task assignment authorizes costs for site reconnaissance, groundwater monitoring and reporting, and associated expenses including equipment, sample shipping and analysis, and waste disposal. The total contract value is $7,444.33 on a fixed unit rate basis, with 45.84 hours of labor allocated. Labor costs were negotiated downward by 3 hours from the original proposal, reducing the total cost by $375.23. The primary deliverable is a Groundwater Monitoring Report due by August 31, 2022, with invoice payment due upon FDEP approval. The scope includes sampling of five existing monitoring wells (MW003, MW004, MW006, MW008, MW009) and water level measurements at one additional well (MW002) to identify current drycleaning solvent compound concentrations, particularly following detection of perchloroethylene (PCE) above the ground closure target level in prior monitoring conducted in 2020.

This task assignment (TA) authorizes costs for site reconnaissance and groundwater monitoring & reporting, along with associated costs for equipment, sample shipping and analysis, and waste disposal. The total cost of this TA is $7,444,33 with 45.84 hours of labor. The entire cost of this TA is fixed unit rate.
The cost of this TA was negotiated. Labor costs were reduced by 3 hours from the original proposal. The total cost of this TA is $375.23 less than the original proposal.
This groundwater monitoring TA is designed to identify current drycleaning solvent compound concentrations. Only PCE was detected above the GCTL in the previous groundwater monitoring event, completed in 2020. One well, offsite, had PCE above the GCTL in that 2020 event at 7.57 ug/L. Site access has been verified.

Re: Non-Hazardous Drum Disposal – State of Florida
Mr. O’Neal:
The price for the transportation and disposal (T&D) of drums of non-hazardous soil, mud and water located in the State of Florida is listed below.
Non-Hazardous Chlorinated VOHs, Petroleum and Metals:
Description Rate Unit
T&D - Non-Haz Soil $ 100.00 Per Drum
T&D - Non-Haz Mud/Water $ 100.00 Per Drum
The prices listed are all inclusive without any additional fees or charges (fuel surcharge, low volume stop fee etc.) and are valid for all regions in the State of Florida except for the Florida
Keys. Pricing for sites located in the Florida Keys will be bid on a case-by-case basis dependent on the volume of drums and the location.
