About this file

This is a Task Assignment (TA) under Contract HW687 between the State of Florida Department of Environmental Protection (FDEP) and Terracon Consultants, Inc. The task assignment authorizes groundwater monitoring and reporting services at the Best Cleaners & Laundry site (ERIC_5517) located at 224 South Florida Avenue, DeLand, Volusia County, Florida. The contract was executed on October 9, 2025, with a completion date of April 24, 2026. Gabriel Sostre serves as the Department's Project Manager, while Donna Cline represents Terracon as the Contractor's Project Manager.

Terracon will conduct groundwater monitoring for volatile organic halogenated compounds (VOHs) and per- and polyfluoroalkyl substances (PFAS) across 26 existing monitoring wells, including water level measurements, field observations, and a comprehensive Groundwater Monitoring Report. The scope encompasses four subtasks: project management (13% of direct labor costs), site access and VOH groundwater sampling and reporting, PFAS sampling and investigative-derived waste (IDW) management, and preparation of the final monitoring report. The fixed unit rate total contract value is $22,220.65, representing a $707.99 reduction from the initial estimate of $22,928.64. Invoicing is contingent upon FDEP approval of specific deliverables: Subtask 2 ($13,040.17) upon approval of offsite permission forms and lab data; Subtask 3 ($2,748.63) upon approval of IDW waste manifest and PFAS results; and Subtasks 1 and 4 ($6,431.85) upon approval of the final Groundwater Monitoring Report. The total labor allocation is 116.75 hours, with deliverables due by March 20, 2026.
