Task Assignment Change Order Summary
This document is a Task Assignment Change Order (TACO #4) issued by the State of Florida Department of Environmental Protection (FDEP) to Terracon Consultants, Inc. for environmental remediation work on the 2402 Market Street Project in Jacksonville, Florida (Site ID: ERIC_18247). The change order amends the original Task Assignment (BF04A) under Contract HW687 and reconciles four previously issued Work Change Directives (WCD #3, #4, #5, and #6) that were authorized during the project's execution.
The amended task assignment encompasses site assessment activities including soil sampling, groundwater monitoring well installation, analytical laboratory testing, and preparation of a combined Site Assessment Report and Remedial Action Plan. The contract value has been increased from $72,290.15 to $100,417.11, representing a total cost increase of $28,126.98. Key scope modifications include confirmation TRPH soil sampling near previously identified contamination locations, additional concrete coring at six remaining soil boring locations, replacement of the drilling subcontractor (Betts Drilling with JAEE) due to equipment availability, collection of 34 PAH samples and 20 arsenic samples for supplemental soil assessment, and associated reductions in geophysical survey hours and project engineer oversight time. The project completion date has been extended from May 15, 2026 to July 15, 2026, providing an additional 61 days for field work and deliverable preparation. All work is performed on a fixed unit rate basis using labor and equipment rates established in the original HW687 contract dated January 3, 2022.

This Task Assignment Change Order (TACO) reconciles Work Change Directives (WCD) numbers 3, 4, 5, and 6. Specific changes from each WCD are detailed below:
WCD-3 – Collect confirmation TRPH soil samples, and prepare a Combined Document (Site Assessment Report/Remedial Action Plan)
Advanced two soil borings, sent two samples for laboratory analysis of TRPH, included in Subtask 6.
The RAP portion of the Combined Document is included in Subtask 7.
WCD-4 – Additional field time to core through concrete at the six remaining soil locations Included in Subtask 6.
Includes the laboratory analysis of seven additional samples for PAHs by EPA Method 8270.
WCD-5 – Replace Betts Drilling with JAEE for the installation of the deep monitoring well Included in Subtask 6.
Included a reduction in the number of drums for IDW (generated during the deep monitoring well installation).
Reduction in the IDW disposal.
WCD-6 – Supplement soil assessment of soil and evaluation of background soil concentrations. Collection of 34 soil samples for PAHs and 20 samples for arsenic
Included in Subtask 8.
Reduction in hours for the geophysical survey.
Reduction in time required to core through concrete.
Reduction in time for the project engineer oversight.
Collected 34 soil samples for PAHs by EPA Method 8270, and 20 samples for arsenic, as proposed.
Negotiation Summary – Task Assignment Change Order #3 TA BF04A CO4 2402 Market Street Project – Site ID # ERIC_18247 May 11, 2026
The above changes resulted in a cost actual increase of $2,410.25 under Subtask 1, $3,168.08 under Subtask 6, $12,012.85 under Subtask 7, and $10.535.78 under Subtask 8.
Summary The Department’s SRP Contract Manager and Terracon’s Contract Manager have both agreed to the above changes. All changes noted above represent a total overall cost increase of $28,126.96, as shown in the Final/Cost Actual LOE. Due to a rounding error in Excel, the Delta LOE states an overall cost increase of $28,126.98, however this was addressed in the Cost Actual LOE. The changes were noted in the TACO Request received from Terracon on April 27, 2026.
The final cost associated with this TA increased from $72,290.15 to $100,417.11. Documentation of the changes is included in the attached TACO Request, the Delta LOE spreadsheet and the Cost Actual LOE spreadsheet, the attached WCDs, and the TACO form for BF04A CO4 prepared by the Department.
