About this file
This Task Assignment (TA Number DC028C) is a state contract issued by the State of Florida Department of Environmental Protection (DEP) under the underlying indefinite delivery vehicle Contract Number HW687 with Terracon Consultants, Inc. The task assignment authorizes supplemental site assessment activities at Alpine Dry Cleaners Inc., located at 5240 NW 34th Boulevard in Gainesville, Alachua County, Florida (Project Number ERIC_3987). The department project manager is Patrick McGrane (850-245-8899), and the contractor's project manager is Donna Cline (904-479-7415). The task assignment is effective upon the last date signed, with a completion date of April 25, 2025.
Terracon will conduct supplemental site assessment activities including soil boring advancement, MAGS and monitoring well installation, soil and groundwater sampling, and preparation of a comprehensive site assessment report. The total task assignment value is $25,802.14 on a fixed unit rate basis, comprising $24,679.12 for subtasks 1-3 (supplemental site assessment report deliverable due 02/14/2025) and $1,123.02 for subtask 4 (PFAS-related costs and IDW manifests due 01/31/2025). The work encompasses approximately 139 total labor hours across five subtasks: field preparation and soil boring (Subtask 2), groundwater sampling (Subtask 3), PFAS IDW sampling and management (Subtask 4), and reporting (Subtask 5). PFAS was detected during initial screening; while concentrations do not warrant expanded monitoring, IDW will be handled and invoiced separately as PFAS-impacted waste.

Task Assignment DC028C Terracon Proposal No. PEQ247201
Dear Mr. McGrane:
Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to the Florida Department of Environmental Program (FDEP) Waste Cleanup Section to conduct Supplemental Site Assessment, Groundwater Monitoring, and Reporting for the Alpine Cleaners (ERIC_3987) facility located at 5240 NW 34th Boulevard in Gainesville, Alachua County, Florida.
Scope of Services
Field preparation, mobilize to site, advance two (2) soil borings one inside (SB025) and one outside (SB026) the building, and collect soil samples and complete the borings with SVE/MAGS wells, and install 2 shallow zone groundwater monitoring wells (MW004S and MW005S).
Contact the off-site owner to the north of the site and prepare an off-site access agreement to provide notification that a piezometer was installed on the property.
Collect soil samples at the soil borings inside the building at 0.5-feet and 2-feet below ground surface (bgs). Total of four (4) soil samples for volatile organic halocarbons (VOHs). Depth to water estimated at 3 feet bgs.
If soil exceedances of the Leachability based on Groundwater Soil Cleanup Target Level (LSCTL) are reported, Terracon submit a Work Change Directive to the FDEP to proceed with SPLP analysis.
Collect depth to groundwater and groundwater samples from seven (7) existing and two (2) newly installed monitoring well locations for total VOHs.
Proposal for SSA, Groundwater Monitoring and Reporting, Revision 1.0 Alpine Cleaners, ERIC_3987 Gainesville, FL September 16, 2024 Terracon Proposal No. PEQ247201
Collect IDW sample for total VOHs and Perfluorinated alkyl substances (PFAS) and manage and dispose of IDW.
Review data and prepare a Supplemental Site Assessment Report signed and sealed by a Professional Geologist.
See attached Exhibit for Soil Sampling and Monitoring Well Locations
Schedule Deliverable Supplemental Site Assessment (SSA) Report within 20 business days following receipt of laboratory results.
Compensation See attached CEF for details.
DELIVERABLES
The Supplemental Site Assessment (SSA) Report will detail and summarize the soil/groundwater sampling activities, MAGS well and monitoring well installation, field observations, and results of the soil/groundwater updates of soil and groundwater concentrations. Conclusions and recommendations will include a summary of results and recommendations for future sampling and/or remedial activities.
SCHEDULE
It is estimated that the collection of confirmation soil samples and groundwater sampling could be completed within four weeks from TA authorization, depending on the availability of subcontractors and scheduling with the tenant. Terracon anticipates on having the SSA report issued within 20 business days of receipt of analytical data.
