About this file

This is a Task Assignment Change Order (TACO) No. 1 executed between the State of Florida Department of Environmental Protection (FDEP) and Terracon Consultants, Inc. under Contract No. HW687. The change order amends Task Assignment CSS03B for environmental site inspection activities at the Former Cal-Spray Chemical Co. facility located at 1715 Silver Star Road, Orlando, Orange County, Florida (Site ID ERIC_18464). The FDEP's project manager is Claire Field, and Terracon's project manager is Ralph Mongillo. The contract was originally executed on March 24, 2024, and the TACO became effective on May 16, 2025.

The TACO authorizes additional materials, equipment, analyses, and investigation-derived waste (IDW) disposal operations necessary to complete the site inspection work. The task assignment value increased from $48,751.83 to $50,113.85, reflecting a cost increase of $1,362.02. Cost adjustments across subtasks included: Subtask 1 (Project Management) decreased by $6.80; Subtask 2 (Site Investigation) increased by $541.00 to cover additional drums, casing materials for hand-installed monitoring wells, and TCLP analysis; Subtask 3 (IDW Management) increased by $880.00 for laboratory analysis and disposal costs of seven drums (five soil, two water); and Subtask 4 (Reporting) decreased by $52.18. The work is scheduled for completion by September 2, 2025, with deliverables including site inspection reports, field documentation, and IDW management confirmation. Invoice payments are structured upon departmental approval of each subtask deliverable.

This Task Assignment Change Order (TACO) authorizes additional material, equipment, analyses, and defined IDW disposal operations that is needed to complete previous subtasks.

Specific changes are detailed below:

Subtask 1: Project Management This subtask is a percentage of the overall project and has been negotiated as a contract rate.

The change of specific man hours reduced from one person and redistributed to another resulted in an overall decrease in cost. This change resulted in a cost actual decrease of $ 6.80 .

Subtask 2: SI Site Investigation Activities This subtask, Terracon requested 3 additional 55-gallon drums and additional material for the hand installed monitoring well inside the crawl space inside the building. In addition, Terracon requested additional analysis of 2 soil IDW drum samples via TCLP extraction and OCP and RCRA metal analysis. This change resulted in a cost actual increase of $541.00.

Subtask 3: IDW Management The change in this subtask includes the actual cost of laboratory analysis of IDW samples and the disposal, transportation and manifest of the 7 drums of material collected (5 soil, 2 water). This change resulted in a cost actual increase of $880.00.

One of the monitoring wells will need to be installed by hand, since the drill rig cannot reach that location. In order to maximize on on getting an adequate sandpack around the hand installed well, the driller needs to purchase casing that they temporarily install during the well installation. Additionally 5 soil drums and we believe by the end of the project 3 water drums, a total of 8 drums will be generated. Only 5 drums were estimated in the proposal.

Three additional 55 gallon drums, and casing material for the hand installed monitoring well.

Action Environmental Subcontractor costs:

3 drums @ $80 = $240 Casing material = $200 10% markup = $44 Total = $484

For proper disposal of the IDW soil drums, based on the high concentrations of OCPs and RCRA metals in the soil samples, laboratory analysis of IDW soil samples for TCLP OCPs and TCLP RCRA metals is recommentded

Request the lab to analyze the 2 soil IDW drum samples for TCLP extraction and OCP and RCRA metal analysis of the extraction

TCLP metals, Method 1311/6010/7470, 2 samples @ $130.00 = $260.00 TCLP Organochlorine Pesticides, Method 1311/8081, 2 @ $175.00 = $350.00
