Environmental due diligence activities were recently conducted by others as related to the recent real estate transaction and proposed redevelopment activities at the site. These reports included the following:
• Phase I Environmental Site Assessment (ESA), dated November 5, 2020
• DRAFT Site Assessment Report, dated March 2022 (Includes historical data and field activities from
2020-2022 Limited Phase II ESA)
The 2020 Phase I ESA completed by SWCA environmental Consultants (SWCA) identified a historic discharge from the former Dozier and Gay Paint Company facility which had been located on the south parcel of the Site, which was found to have contaminated both the soil and groundwater as a result of a fire which occurred at the facility. During the fire, the roof of one structure collapsed and crushed a number of drums and other containers which were used to store methanol, methyl ethyl ketone (MEK), toluene, metals, and benzene used during the paint manufacturing process to the nearby soils and groundwater.
Numerous site investigations and remedial actions were conducted historically, and the site obtained a Site Rehabilitation Consent Order (SRCO) with conditions given that lead concentrations in both soil and groundwater met commercial soil cleanup target levels (SCTLs) but not residential SCTLs. The conditions, a restrictive covenant, as put in place by the Florida Department of Environmental Protection (FDEP), stated that the Site is restricted for future use as residential, educational, or recreational uses. This was considered a historic recognized environmental condition (HREC). Additionally, it was also considered a Business Environmental Risk (BER) for any future development of the Site.
The 2020 SWCA Limited Phase II ESA, provided in the March 2022 DRAFT Site Assessment, documented results of lead concentrations exceeded the commercial SCTL in several locations and the full extent of the impacts had not been adequately delineated during the sampling event to determine the lateral extent of the impacts. SWCA recommended additional soil samples be collected throughout the Site to complete the delineation of lead impacts and determine the best course of action to bring the Site to Closure without Conditions. In addition to the collection of soil samples during the Limited Phase II ESA, SWCA installed five temporary monitoring wells (TMW-1SR, TMW3SR, TMW4SR, TMW-6SR, and TMW-7IR) and collected groundwater samples for laboratory analysis of lead and benzene, toluene, ethyl benzene, and xylene (BTEX), and methyl tert-butyl ether (MTBE) and naphthalene. The groundwater samples were collected to determine if any overlying lead-impacted soils had leached lead into the shallow zone of the surficial groundwater that may have resulted in lead concentrations exceeding the groundwater cleanup target levels (GCTLs). Tables and Figures with the SWCA 2020 soil and groundwater results are attached.
Following review of analytical data from the 2020 Limited Phase II ESA, it was reported SWCA conducted additional rounds of soil sampling throughout the Site to complete the lateral delineation of lead in December 2020, January and February 2021, and February 2022 for a variety of laboratory analyses.
Laboratory results indicated the widespread presence of lead throughout the Site, with a total of thirty-five boring locations having exceeded the residential SCTL with 16 of those samples exceeding the commercial SCTLs.

SWCA identified lead impacted soil as three areas of concern (AOCs). Benzo(a)pyrene equivalents (BaP TEQ) impacted soil, exceeding the residential SCTLs, were found to generally overlap with the lead impacted areas in these AOCs as well. AOC#1 is the largest area located in the central portion of the property. AOC#2 is the second largest area located in the southwest portion of the property. AOC#3 is the smallest area located in the east central portion of the property. Given the proximity and overlap of the BaP TEQs and lead impacted soil, SWCA estimated that a total area of 13,540 square feet, at an average maximum depth of 2 to 2.5 feet bgs, were over their respective SCTLs. Given that the impacts are mostly restricted to the top 2 feet bgs and exceed the residential SCTLs for both lead and BaP TEQs, remedial action to address the remaining lead and BaP TEQ impacts are required. In January 2021, SWCA installed five temporary monitoring wells (TMW-8S through TMW12S) and collected groundwater samples for laboratory analysis of polycyclic aromatic hydrocarbons, (PAHs), total recoverable petroleum hydrocarbons (TRPH), and total lead. Analytical results indicated that no constituent of concern exceeded their respective GCTLs. Tables and Figures with the SWCA 2021 and 2022 soil and groundwater results are attached.
Based on Terracon’s review of the soil and groundwater data provided by SWCA, it is recommended to further delineate the onsite impacts of groundwater and soil in order to complete the Site Assessment (per the BSRA), which will assist the client on a path forward towards remediation and development. Terracon proposes to continue the delineation for lead and lower-level PAHs in soils and Volatile Aromatic Compounds (VOCs), PAHs, and lead in groundwater.
SCOPE OF SERVICES
The proposed scope of services consists of six subtasks involving Project Management, developing a QAPP and HASP, one-day of laying out the grid pattern for 48 boring locations and locations of 8 previously completed soil borings, and 7 monitoring wells; one day of clearing buried utilities from the marked locations; three days of soil sampling, three days of well installation and lithologic boring using the Geoprobe Direct Push Technology (DPT) method with the hollow stem auger attachment, one day of sampling groundwater, and data reduction to determine if additional work is needed or a Site Assessment Report can be completed:

Subtask 3: Install Soil Borings and Soil Sampling
Mobilization to the site for three days using a drilling subcontractor to install soil borings, decontaminate hand augers and abandon the boreholes. Terracon will collect the 107 discrete soil samples for laboratory analysis.
Terracon will perform discrete soil sampling at the forty-eight (48) grid transects from A1 through F8, the eight 8 previously sampled soi boring locations
(SB-11, SB-24, SB-30, SB-31, SB-41, SB-44, SB-48,
and SB-76). The static water table historically has been at approximately 3 to 4 ft bgs. Discrete soil samples will be collected from the intervals, 0.5 ft bgs and 2 ft bgs at each of the grid transects for laboratory analysis. Based on conversations with the FDEP technical reviewer, if groundwater is encountered at 3.5 feet bgs, the 2-foot sample will be moved to a depth of 3 feet bgs for collection and laboratory analysis. If groundwater is encountered at
4.0 or 4.5 feet bgs, a third soil sample will be collected at that location, 0.5 feet above the water table, for laboratory analysis. A Work Change Directive (WCD) will be completed for the locations where labor and laboratory analysis for the necessary third samples collected in the field for laboratory analysis. Soil samples will be collected at boring locations SB-24, SB-30, and SB-76 at 2 feet bgs and at 4 feet bgs at boring locations SB-11, SB-24, SB-31, SB-41, SB-44, SB-48, and SB-76. The proposed soil sample locations are provided in Exhibit 1.
The 48 grid transect soil samples will be analyzed for the following parameters, polycyclic aromatic hydrocarbons (PAHs) by EPA Method 8270SIM and total Lead by EPA Method 6010; soil samples SB-24, SB-30, and SB-76 at 2 feet bgs for Total Volatile Organic Compounds (VOCs) including the aromatics and the halogens by EPA Method 8260, PAHs by EPA Method 8270SIM, the eight RCRA Metals by various EPA Methods and Total Recoverable Petroleum Hydrocarbons (TRPH) by FL PRO; soil samples SB-11, SB-44, SB-48, and SB-76 at 4 feet bgs for lead; and soil samples SB-24, SB-31, SB-41, and SB-76 at 4 feet bgs for PAHs. Up to twenty (20) soil samples

Subtask Description exhibiting lead concentrations exceeding 100 milligrams per kilogram (mg/kg) will be analyzed using the toxicity characteristic leaching procedure (TCLP) analysis by EPA Method 1311 and analyzed for lead. The analysis will be performed using a National Environmental Laboratory Accreditation Conference (NELAC) approved laboratory. The soil sample depths and analytical testing are presented on Table 1.
In addition, a 25-gram Encore Sampler will be used to collect a sample at SB-24, SB-30, and SB-76 (2 feet bgs) and left on hold for possible SPLP analysis in the samples where VOC parameter(s) exceed the soil cleanup target levels (SCTLs). This additional analysis will be considered a WCD/Task Assignment Change Order (TACO).
Management of investigative derived waste (IDW).
Subtask 4. Lithologic Soil Boring and Monitoring Well Installation
Mobilization to the site for three days using a drilling subcontractor to install seven shallow zone monitoring wells and one lithologic soil boring.
Terracon will supervise a drilling subcontractor during installation of one lithological profile boring advanced to approximately a depth of 50 feet bgs or when refusal is encountered collecting continuous soil samples using a Geoprobe DPT. Terracon’s geologist will be on-site to describe the lithology. The boring will be abandoned upon completion. Terracon will also oversee the installation of seven (7) shallow zone monitoring wells using a Geoprobe DPT rig and the hollow stem auger adaptor using 4.25-inch inside diameter augers. The shallow zone monitoring wells will be installed to approximate depth of 15 feet below ground surface (bgs) but may be adjusted so the top of screen intersects the water table. Proposed locations are provided in Exhibit 2.

Subtask Description
Subtask 5. Groundwater Monitoring Well Installation and IDW Sampling
Mobilization to the site for one day.
Terracon will collect groundwater samples from the seven (7) newly installed shallow zone surficial aquifer monitoring wells, in accordance with the FDEP SOPs, dated January 2017 (effective April 16, 2018), for laboratory analysis including the following parameters, VOCs including the aromatics and the halogens, PAHs, the eight RCRA Metals and TRPH. The analysis will be performed using a NELAC approved laboratory. In addition, a professional surveyor will be subcontracted to complete horizontal and vertical control ground surface and top of casing elevation survey for the newly installed monitoring wells. The cost for the surveyor will be completed using a WCD after the monitoring wells are installed.
Based on review of the preliminary groundwater results, Terracon will determine if an Initial Notice of Contamination (INOC) beyond property boundaries package needs to be completed and prepare a WCD/TACO to complete the package so the 10-day notification deadline can be met by the FDEP.
Collecting waste characterization samples from the IDW drums. The liquid IDW will be analyzed for the full list VOCs, and RCRA metals and the soil IDW will be analyzed for TCLP extraction for the full list VOCs and TCLP eight RCRA metals. Assuming the waste is non-hazardous, the drums will be transported to an approved facility for disposal or treatment.
Subtask 6. Site Assessment Report
Review and data reduction of the soil and groundwater analytical results to determine if additional sampling is required to fully delineate the areas of impact. Prepare a Site Assessment Report with site history, methodology, conclusions, recommendations, tables, sample locations, and concentration exhibits, sealed by a Professional Geologist or Engineer
