Waste Cleanup Contract No. HW687 Terracon Proposal No. PH4267131
Dear Mr. Sostre:
Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to the Florida Department of Environmental Program (FDEP) Waste Cleanup Program (WCP) to conduct combined volatile organic halogenated (VOHs) and per-and polyfluorinated substances (PFAS) groundwater sampling at the Carriage Trade Dry Cleaners (ERIC_4799) site located in Tampa, Florida.
Scope of Services
Mobilization to site, collection of depth to groundwater measurements from 6 shallow monitoring wells. Perform groundwater sampling of 1 intermediate monitoring well for VOH analysis and 5 shallow monitoring wells for PFAS analysis to evaluate concentration trends and ascertain groundwater flow.
Properly manifest the groundwater drum of investigative-derived waste (IDW).
Submit PFAS samples in cooler preserved on ice by overnight courier to FDEP’s laboratory for sample analysis.
Proposal for Annual Groundwater Sampling Carriage Trade Dry Cleaners ERIC_4799 ■ Tampa, FL April 28, 2026 ■ Terracon Proposal No. PH4267131
Review data and prepare a Groundwater Monitoring Report including updated tables, groundwater flow, and concentration exhibits.
Schedule Deliverable Annual Groundwater Monitoring Report submitted within 20 business days following receipt of laboratory results.
Compensation See attached CEF for details.
SITE RECOMMENDATIONS
Terracon performed groundwater sampling from seven onsite groundwater monitoring wells in July 2025 for analysis of VOHs and PFAS. Based on the results of the 2025 Groundwater Monitoring report, concentration of 1,1-dichloroethene (1,1-DCE) in MW002I was the only VOH compound reported above its respective groundwater cleanup target level (GCTL).
Historically, PFAS have been reported at concentrations above the provisional GCTL of 70 nanograms per liter (ng/L) for Perfluorooctanoic acid (PFOA), Perfluorooctane sulfonic acid (PFOS), and their sum (PFOA + PFOS) in the shallow monitoring wells. Furthermore, monitoring wells PZ004, MW001S, and MW003S presented the sum of PFOA and PFOS at a concentration above 300 ng/L.
Based on James Dalton’s recommendation (email dated April 23, 2025) and FDEP’s memorandum from June 19, 2025, Terracon should continue groundwater monitoring at monitoring well MW002I only to evaluate the 1,1-DCE concentration trends. Additionally, PFAS analysis should continue on onsite shallow monitoring wells MW001S, MW003S, PZ001, PZ002, and PZ004. Terracon recommends removing the shallow monitoring well PZ003 from the groundwater sampling event since the sum of PFOA and PFOS concentration has been below the PGCTL since 2023. Further assessment for PFAS delineation should be conducted at a later time.
DELIVERABLES
The Groundwater Monitoring Report will detail and summarize the groundwater sampling activities, field observations, and results of monitoring well analysis and will include equipment calibration logs, groundwater sampling logs, IDW disposal documentation, updates to the site’s historical data tables, and updated exhibits of groundwater flow and concentrations. Conclusions and recommendations will include a summary of results and recommendations for future sampling, closure, or remedial activities. The PFAS results and evaluation will be provided in an additional section within this report.
Proposal for Annual Groundwater Sampling Carriage Trade Dry Cleaners ERIC_4799 Tampa, FL April 28, 2026 Terracon Proposal No. PH4267131
SCHEDULE
It is estimated that the wells could be sampled within two weeks from TA authorization and report issued within 20 business days of receipt of analytical data.
CLOSING REMARKS
Terracon services will be conducted in accordance with the terms and conditions, contained within DEP Waste Cleanup Program (WCP) Contract No. HW687, executed January 5, 2022.
It is understood that a Task Assignment will be issued to authorize us to perform this work.
We appreciate the opportunity to provide this proposal and look forward to working with you on this project. If you should have any questions or comments regarding this proposal, please contact either of the undersigned at 813-221-0050.
