Document Summary

This is a Task Assignment (TA) issued under Florida Department of Environmental Protection (FDEP) Waste Cleanup Program Contract Number HW687, between the State of Florida Department of Environmental Protection and Terracon Consultants, Inc. The TA authorizes environmental consulting services for the Webbs Cleaners (ERIC_5175) site located at 1601 Broadway Avenue, Riviera Beach, Palm Beach County, Florida. The assignment was executed on June 7, 2022, with a completion date of October 31, 2022.

The scope of work encompasses site history review, site access verification, offsite notice procedures, replacement monitoring well installation (MW005R), and groundwater monitoring with laboratory analysis. Terracon will conduct groundwater sampling from six monitoring wells and collect water levels from nine wells, then prepare a comprehensive Groundwater Monitoring Report. The contract utilizes a fixed unit rate compensation structure with a total TA value of $13,907.37, comprised of 68.85 labor hours valued at $7,403.97 and supporting costs including well drilling ($3,000.00), laboratory analysis ($436.50), equipment and field expenses ($1,246.50), travel ($560.00), and a completion fee ($740.40). The single invoice milestone requires FDEP approval of the Groundwater Monitoring Report by July 31, 2022, for full payment of the contract amount. Labor costs were negotiated down from the original proposal, resulting in a reduction of $973.14 with 11.74 fewer labor hours.

Memorandum

TO: HW687 Contract File FROM: Dean Cox, Contract Manager SUBJECT: DC013A – Webb Cleaners (former) ERIC_5175 Review, Sampling, Well Install

DATE: 6/7/2022

This task assignment (TA) authorizes costs for review of site history, access & offsite notice, and for well installation and groundwater monitoring with supporting costs (equipment, waste handling & disposal, sample shipping & analysis). Total cost for this TA is $13,907.37 with 68.85 hours labor. All costs are fixed unit rate. (Labor costs were negotiated down from the original proposal, resulting in a total cost reduction of $973.14 with 11.74 fewer labor hours. Reduction of one hour was due to removal of the ADaPT-related GIS table entry & FTP upload.)

This TA serves to monitor groundwater COC concentrations for closure. All samples were below GCTLs in the 2021 sampling event, but downgradient MW005 was not available to sample because it was found to be destroyed. A sample was added from downgradient well MW010 because the nearest well upgradient, MW005, was above the CTL the last time it was sampled in 2020 and this was the first time COCs were detected in this well. This well is tasked for replacement in this TA. If all samples are below the GCTLs in this 2022 sampling event, another sampling event will be tasked in a few months to verify closure conditions. Site access was verified.

Proposal for Replacement Well Installation and

Annual Monitoring and Preparation of Report

Webbs Cleaners, ERIC_5175 ■ Riviera Beach, FL

May 31, 2022 ■ Terracon Proposal No. PHF227049

SITE RECOMMENDATIONS

Recent site assessment activities were conducted in June 2021. All wells analyzed during this sampling event were below their respective GCTLs, however downgradient wells MW002 and MW005 were determined to be destroyed. Based on the previous sampling event dated October 14, 2019, the groundwater sample collected from monitoring well MW005 detected vinyl chloride at a concentration of 4.43 µg/L; MW002 has no detects of the drycleaning constituents of interest since July 2006.

Terracon recommends installing replacement monitoring well MW005 to be constructed of 1-inch diameter prepacked well; screened 37-ft to 47-ft using a direct-push rig. Additionally, Terracon recommends sampling 5 wells MW001, MW003, MW005R, MW006 (deep well), and MW102 (adjacent to Webb’s Cleaners) for VOHs (short-list) and gauging depth to water from a minimum of 8 wells. An evaluation of current groundwater quality data from these wells will provide a clearer and more comprehensive strategy for a path forward.

DELIVERABLES

The Annual Groundwater Monitoring Report will detail and summarize the replacement well installation and groundwater sampling activities, field observations, and results of monitoring well analysis and will include updates to the site’s historical data tables and updated exhibits of groundwater flow and well concentrations. Conclusions and recommendations will include a summary of results and recommendations for future sampling or remedial activities should the results indicate the onsite plume is nearing eligibility for Risk Management Option (RMO) I closure.

SCHEDULE

It is estimated that the wells could be sampled within two weeks from TA authorization and report issued within 20 business days of receipt of analytical data.

CLOSING REMARKS

Terracon services will be conducted in accordance with the terms and conditions, contained within DEP

Waste Cleanup Program (WCP) Contract No. HW687, executed January 5, 2022. It is understood that a Task Assignment will be issued to authorize us to perform this work.

We appreciate the opportunity to provide this proposal and look forward to working with you on this project. If you should have any questions or comments regarding this proposal, please contact either of the undersigned at 813-221-0050.

Sincerely, Terracon Consultants, Inc.
