This is a Task Assignment (TA) under Contract Number HW687 between the State of Florida Department of Environmental Protection (FDEP) and Terracon Consultants, Inc. The task assignment pertains to groundwater and soil vapor extraction (SVE) system sampling activities at the 60 Minute Cleaners facility located at 1145 20th Place, Vero Beach, Indian River County, Florida (ERIC_4806). The agreement is authorized under the FDEP Waste Cleanup Program (WCP) and was executed on May 27, 2024, with a completion date of November 30, 2024. Dean Cox serves as the FDEP Project Manager, while Donna Cline is the Contractor's Project Manager.

The Task Assignment authorizes fixed unit rate costs totaling $18,888.32 for groundwater and SVE system sampling based on the Terracon proposal dated December 20, 2023, and cost estimate dated May 2, 2024. The work encompasses three primary subtasks: Subtask 1 involves project management calculated at 13% of direct labor costs ($1,338.70); Subtask 2 covers VOH groundwater sampling, dissolved gases, and soil gas analysis from vapor extraction wells ($14,102.31); and Subtask 3 encompasses PFAS groundwater sampling ($3,447.31). Deliverables include a monitoring report for groundwater VOHs, gases, UIC parameters, and soil gas VOHs due August 31, 2024 ($14,102.31), and an email report for PFAS analysis also due August 31, 2024 ($4,786.01). The work includes sampling from 15 wells for VOHs, 9 wells for dissolved gases, 5 wells for UIC parameters, and 17 wells for PFAS analysis, with laboratory analysis and reporting conducted in accordance with EPA methods and DEP laboratory procedures.

Negotiation Summary

TO: HW687 Contract File FROM: Dean Cox, Contract Manager SUBJECT: DC011E 60 Minute Cleaners (ERIC_4806) Groundwater & System Sampling

DATE: 5/22/24

This TA authorizes costs for groundwater VOH & UIC & methane sampling, PFAS expanded sampling, and SVE system sampling, based on the Terracon proposal letter dated 12/20/23, and CEF-LOE dated 5/2/24. The total cost of this TA is $18,888.32 and this entire amount is fixed unit rate. This TA was negotiated - the total cost is $3,797.32 or 17% less than originally proposed. Site access was confirmed.

This SVE system is operating for methane mitigation only – biostimulation injections were performed in 2015. The facility has switched from PCE to petroleum-based solvent – the PCE machine was removed, and the petroleum machine was installed & began operating in August 2023. Site data during PCE machine operation suggested the possibility of ongoing releases.

The previous groundwater sampling event completed in 2022 indicated dissolved methane above 10 mg/L and moderate PCE concentrations, with a high of 8,900 ug/L. The WSCS PE approved ongoing groundwater monitoring and system operation in his 7/27/22 comments on the 2022 groundwater monitoring report dated 7/15/22.

Currently, additional information is needed to delineate and further define the plume extent and COC concentrations, as well as to obtain a baseline to verify concentration trends since PCE system removal. TO-15 samples will also be collected for this same purpose from the SVE system vapor extraction wells – these samples were approved by the WSCS PE in his 12/13/23 comments on the July-September 2023 system O&M email report dated 10/24/23. In addition, groundwater dissolved gas samples and bioremediation indicator parameters will be collected.

These samples will inform the continuing need for methane mitigation and the aquifer reductive dichlorination status. Finally, PFAS expanded sampling is included.

Fifteen wells will be sampled for VOHs. A subset of 9 wells will be sampled for dissolved gases, and a subset of 5 will be sampled for sulfate and total organic carbon. The PFAS well set aligns with PFAS screening and VOH results, as well as groundwater flow. Seven of the seventeen wells to be sampled for PFAS are being sampled for PFAS only. PFAS analysis will occur in the DEP lab.
