About this file

This is a Task Assignment (TA) document issued under the Florida Department of Environmental Protection (FDEP) Waste Cleanup Program (WCP) Contract Number HW687. The task assignment DC011A was executed between the State of Florida Department of Environmental Protection and Terracon Consultants, Inc., with Dean Cox serving as the Department Project Manager and Donna Cline as the Contractor's Project Manager. The work is performed at 60 Minute Cleaners (ERIC_4806), located at 1145 20th Place, Vero Beach, Florida, and is associated with a groundwater monitoring and remedial action project for an active PCE drycleaning facility.

The task assignment authorizes groundwater monitoring, related waste handling and disposal, sample shipping and analysis, and equipment procurement for a total fixed unit rate value of $11,547.76, comprising 63.50 hours of labor. Work activities include field preparation and groundwater sampling (35.5 hours), preparation of a groundwater monitoring report (24 hours), analytical testing costs ($1,710 for EPA 8260C analysis and $1,080 for dissolved gases testing), equipment and supplies ($1,968.10), travel expenses ($888), and industrial waste disposal ($110). The deliverable is a Groundwater Monitoring Report due July 15, 2022, with full invoice submission upon FDEP approval of the report by the completion date of September 30, 2022. Labor costs in the original proposal were reduced by 10%, resulting in an overall TA cost reduction of approximately $1,204.60. The task serves as a groundwater Remedial Action Management (NAM) update to evaluate plume location, contaminant concentrations, and dissolved gas results to determine the need for additional remedial action and assist in selecting a site closure path.

TO: HW687 Contract File FROM: Dean Cox, Contract Manager SUBJECT: DC011A Groundwater Monitoring @ 60 Minute Cleaners (ERIC_4806)

DATE: 5/25/2022

This task assignment (TA) authorizes costs associated with groundwater monitoring, related waste handling & disposal, sample shipping & analysis, and equipment. The total cost for this TA is $11,547.76 with 63.50 hours of labor. All costs are fixed unit rate.

The labor costs in the contractor’s original proposal were reduced by 10%, resulting in a TA total cost reduction of approximately 10%, amounting to $1,204.60 lower cost.

This TA serves as a groundwater NAM update. Groundwater plume location and contaminant concentrations will be evaluated along with groundwater dissolved gases results to better determine the need for any additional remedial action. Results will also assist in choosing a site closure path, RMO I or RMO III.

The facility is an active PCE drycleaner. It has a potential buyer who plans to use petroleum based drycleaning solvent. The site access agreement was verified as valid.
