Proposal for SB & MAGS Well Installation, Sampling and Reporting, Rev. 2.0 Wildwood Quality Cleaners & Draperies, ERIC_5503 ■ Wildwood, FL March 12, 2026 ■ Terracon Proposal No. PH1257D83
Schedule Submit Soil and MAGS Assessment Report within 20 business days following receipt of laboratory results.
Compensation See attached CEF for details.
Subtask 1 – Project Management
Donna Cline will serve as the Project Manager during the field investigation.
Subtask 2 – Health and Safety Plan Preparation, Utility Clearance, Communications with Owner, Soil Sampling/MAGS well installation, and IDW Management
Field event planning will be performed to prepare for field investigations. Verify with the Sumter County Property appraiser’s office web site that the property owner who signed the FDEP Permission to Enter Property form and Terracon property access document, still owns the property. Terracon will prepare a site-specific health and safety plan. Communication with the property owner will be maintained during field activities per access agreement requirements.
Utility Locate Prior to conducting the field work, Terracon will subcontract the services of a subsurface geophysical survey company to identify potential subsurface utilities or obstructions. GPRS was the low bid and estimates that the work will take one day to complete. The geophysical survey bids are attached.
Soil Investigation Terracon personnel will complete six (6) soil borings (MAGS01, MAGS02, MAGS03, MAGS04, MAGS05, MAGS06) in the grassy area behind the building. The proposed construction is detailed below:
Soil Boring / MAGS well ID
Total Depth MAGS Well
Screen Interval
Depth of confirmation soil sample
MAGS01 7ft 2 to 7ft bgs 0.5, 2, 4, and 6ft bgs
MAGS02 7ft 2 to 7ft bgs 0.5, 2, 4, and 6ft bgs
MAGS03 7ft 2 to 7ft bgs 0.5, 2, 4, and 6ft bgs
MAGS04 7ft 2 to 7ft bgs 0.5, 2, 4, and 6ft bgs
MAGS05 7ft 2 to 7ft bgs 0.5, 2, 4, and 6ft bgs
MAGS06 7ft 2 to 7ft bgs 0.5, 2, 4, and 6ft bgs
The proposed soil boring locations are presented on the Attachment.
March 12, 2026 ■ Terracon Proposal No. PH1257D83
Terracon personnel will document the lithology observed at each of these soils boring. At the new MAGS well locations, soil samples will be collected at 0.5, 2, 4, 6, feet bgs. The collected samples will be submitted for laboratory analyses of volatile organic compounds (VOCs) by EPA Method 8260 (24 total soil samples). A 25-gram Encore Sampler will be used to collect a sample at each location (left on hold) for possible synthetic precipitation leaching procedure (SPLP) analysis by EPA Method 1311 in the samples where VOC parameter(s) exceed the SCTLs. Terracon will select samples for SPLP VOC analysis and with FDEP approval, will request laboratory analysis. This additional analysis will be considered a Work Change Directive/Task Assignment Change Order.
MAGS Well Installation The six (6) soil borings will be completed as MAGS wells. The MAGS wells are proposed to a depth of approximately 7 feet bgs. The MAGS well will be installed by hand auger and constructed with 2-inch diameter 0.010-inch slot poly vinyl chloride (PVC) screen from 2 ft bgs to 7 ft bgs. The MAGS wells will be grouted from 2 feet bgs and completed at the ground surface with an 8-inch diameter manhole within a 2 x 2 ft concrete pad. The MAGS wells may be used as a vapor extraction well for a future Soil Vapor Extraction (SVE) system, if necessary. Please note that Terracon proposed screen interval from 3 to 7 ft bgs, but FDEP required the screen interval from 2 to 7 ft bgs.
IDW Management and Disposal Soil and liquid IDW derived from soil cuttings and decontamination during the investigations will be contained in DOT approved 55-gallon drums and temporarily stored onsite until the waste characterization sample results are completed.
Terracon will complete an electronic mail deliverable for Subtask 2 documenting the field event is completed by providing field notes, MAGS well construction and boring logs, and laboratory reports.
Subtask 3 - MAGS Testing/Sampling and Soil Boring and MAGS Letter Report
Modified Active Gas Sampling (MAGS)
The proposed MAGS well locations are presented on the Attachment. The assessment will use MAGS testing procedures to assist in identifying areas at the site requiring additional assessment. A portable blower and generator mounted on a utility trailer will be utilized to conduct the MAGS test. A well head assembly will be connected to each MAGS well to allow for vacuum, flow, temperature, and OVA measurements. Vacuum influence will be measured from other MAGS wells during the test.
A vacuum step test will be conducted at the MAGS02, beginning with a lower applied vacuum of approximately 10 IW, then increasing vacuum (suggesting 20 IW and 30 IW) to reach an optimal vacuum to flow rate. This test will assess the Radius of Influence (ROI) and provide maximum vacuum levels at well heads without excessive water entrainment.
March 12, 2026 ■ Terracon Proposal No. PH1257D83
Terracon will complete a Soil and MAGS Assessment report for Subtasks 3 documenting the field event, to include MAGS ROI calculations, field forms, laboratory reports, and evaluation of soil analytical results, with conclusions and recommendations based on the results of the soil and soil vapor testing for remedial remedies.
SCHEDULE
Terracon will schedule the work as soon as possible since there is no drilling subcontractor needed for the MAGS well installation. MAGS testing will occur approximately 1-2 weeks after the MAGS wells are installed. Terracon anticipates completing the Soil Boring and MAGS Summary Report within 20 business days of receipt of analytical results.
CLOSING REMARKS
Terracon services will be conducted in accordance with the terms and conditions, contained within DEP Waste Cleanup Program (WCP) Contract No. HW687, executed January 5, 2022.
It is understood that a Task Assignment will be issued to authorize us to perform this work.
We appreciate the opportunity to provide this proposal and look forward to collaborating with you on this project. If you should have any questions or comments regarding this proposal, please contact either of the undersigned at 904-479-7411.
Sincerely, Terracon Consultants, Inc.

GPRS appreciates the opportunity to provide this proposal. We encourage you to visit our website (www.gprsinc.com) and contact any of the numerous references listed. Our insurance certificate and W-9 can also be downloaded here. Please feel free to contact us if you have any questions or need additional information.
Scope of Work
Soil Bore Scan: We understand the scope of work on this project is to search for underground utilities around soil bores, as listed in the table below. We will attempt to trace any utilities for which structures are visible from the work area. Utilities will be marked on the surface using spray paint or other appropriate means. The client will be responsible for providing drawings or notifying GPRS of any utilities known to be entering the work area for which there are no apparent surface features or structures that are visible from the work area. To avoid additional charges, the areas should be laid out, marked, and cleared of obstructions prior to our arrival.
Soil Bore Count Scan Area Radius 6 Soil Bores 10 ft. radius around each
Equipment
• Underground Scanning GPR Antenna. This GPR Antenna uses frequencies ranging from 250 MHz to 450 MHz and is mounted in a stroller frame that rolls over the surface. Data is displayed on a screen and marked in the field in real-time. The surface needs to be reasonably smooth and unobstructed to obtain readable scans. Obstructions such as curbs, landscaping, and vegetation will limit the efficacy of GPR.
The total effective scan depth can be as much as 8’ or more with this antenna but can vary widely depending on the soil conditions and composition. Some soil types, such as clay, may limit maximum depths to 3’ or less. As depth increases, targets must be larger to be detected, and non-metallic targets can be challenging to locate. The depths provided should always be treated as estimates as their accuracy can be affected by multiple factors. For more information, please visit: Link
• Electromagnetic Pipe Locator. This receiver can passively detect the signals from live AC power or radio signals traveling along some conductive utilities. Operators can connect a transmitter directly to accessible metallic pipes, risers, or tracer wires to generate a current at a specific frequency. The receiver can then detect the resulting signal along the pipe or tracer wire. Various factors may impact this device's effectiveness, including (but not limited to) access to the utility, conductivity, grounding, and interference from other utilities.
The depths provided should always be treated as estimates as their accuracy can be affected by multiple factors. For more information, please visit: Link
• Traceable Rodder. The rodder consists of a copper wire encased in fiberglass. This device is pushed through a pipe with direct access, such as a sewer line at a cleanout or a storm drain catch basin. Operators then induce a current on the wire and trace the signal from the surface. The maximum traceable depth is 10’ depending on the soil conditions, and the maximum distance is 200’. Inserting the rodder into deeper pipes within manholes may not be feasible depending on site conditions. GPRS will not access electrical conduits. The signal is not detectable through metallic pipes. For more information, please visit: Link
• GPS. This handheld unit offers accuracy down to 4 inches; however, the accuracy achieved will depend on the satellite environment at the time of collection and is not considered survey-grade. Features can be collected as points, lines, or areas and then exported as a KML/ KMZ or overlaid on a CAD drawing. For more information, please visit: Link

At their discretion, they may also employ additional tools not listed above to provide you with the best results possible.
• A thorough utility search can only be completed if GPRS is given access to all utility structures, interior and exterior. This service is never a replacement for the use of the state One Call system (811).
• If your project includes scanning an elevated concrete slab: Some slabs may not be completely penetrable from the top only and would need to be scanned from both top and bottom and should be considered an unforeseen circumstance that would incur additional time onsite and charges.
• If your project includes scanning a wall or elevated concrete slab: Ladders, manlifts, or safe access for scanning wall or ceiling locations is the responsibility of the client.
• If your project includes scanning a concrete slab with roofing material or other surface obstructions, these obstructions should be removed by the customer or customer's representative prior to our arrival. GPRS will need direct access to the surface of the concrete to obtain optimal results.
• These rates assume that there are no certified payroll requirements. GPRS has not been notified of any PLA, DIR, or Certified Payroll requirements. If GPRS receives notice that any of these conditions exist, there will be additional costs.

RE: Utility Locating Services – 200 East Main Street in Wildwood. Florida
Ms. Wolfson, GeoTek Services is pleased to respond to your request for Utility Locating services at 200 East Main Street located in Wildwood, Florida. We will scan a 10’ x 10’ area around three proposed bore locations with the goal of locating underground utilities. We can only scan the easily accessible open areas for utilities. Note that we cannot scan beneath fixed objects such as landscaping, fencing, buildings. We will scan as close as reasonably possible to fixed objects such as walls, landscaping, fences, etc. Our deliverable will be marking paint and/or flags indicating the location of potential underground utilities. It is the client’s responsibility to protect and preserve all marks.
We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects, however some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.
We request access to any as-built site plans of the scan areas prior to rendering services. Our fixed price quote for this effort is $750.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.
Best Regards, Martin (Bud) Connor GeoTek Services, LLC
