Memorandum
TO: Terracon Consultants, Inc., HW687 Contract File
FROM: Megan Johnson, Contract Manager
DATE: January 18, 2024
SUBJECT: Negotiation Summary – BIL22 Task Assignment (TA) BIL03A Former 3D Oil Distribution Facility – Site ID # ERIC_5549 Supplemental Site Assessment Activities
This TA is intended for conducting Supplemental Site Assessment activities at the Former 3D Oil Distribution Facility site, located at 1744 Seagrave Street, South Daytona, Volusia County. The services under this task are being conducted using federal funds from the State & Tribal Response Program Bipartisan Infrastructure Law (BIL) funding cooperative agreement that is administered by the Department on behalf of the U.S. Environmental Protection Agency (EPA).
Subtask 1: Project Management This subtask is a percentage of the overall project fees and has been negotiated as a contract rate. It includes project management, overhead, general and administrative, and fringe. The agreed upon cost of this subtask is $3,773.46.
Subtask 2: Soil Contamination Delineation, Soil Oxidant Demand (SOD) Evaluation, In-Situ Design Verification Testing (DVT) and Aquifer Analysis The potential source mass in the vadose zone and the smear zone soils within and around former Excavation Areas A and B need further horizontal and vertical delineation. Under this subtask, soil samples will be collected to evaluate current state of petroleum impacts, as the water table has fluctuated over time resulting in a potential expansion of vadose and smear zone impacts. Two soil samples will be collected within the grid from the vadose zone and analyzed for SOD to assess the suitability for an in-situ chemical oxidation approach for remediation. DVT will be conducted by injecting clear water into the surficial aquifer, evaluating the limitations and volumetric acceptance of the aquifer for injections.
The agreed upon cost of this subtask is $33,075.59.
Subtask 3: Baseline Groundwater Sampling, Vertical Profiling of Plume Mass, and Microbial Analysis Under this subtask, Terracon will conduct baseline groundwater sampling at 17 existing monitoring well locations, including two deep wells. All groundwater samples will be analyzed for VOCs, PAHs, and TRPH. Nine of the 17 will be analyzed for terminal electron acceptors. Any IDW will be placed into 55-gallon steel drums and Terracon will coordinate a subcontractor to manifest, transport, and dispose of the IDW. The agreed upon cost of this subtask is $23,009.78.
Negotiation Summary – Task Assignment BIL03A Former 3D Oil Distribution Facility – Site ID # ERIC_5549 January 18, 2024
Subtask 4: Supplemental Site Assessment Report A Supplemental Site Assessment Report will be prepared detailing the field and laboratory results. This report will also include figures, maps, tables, and conclusions and recommendations for any future work. The agreed upon cost of this subtask is $11,221.83.
Summary The Department’s BIL Contract Manager and Terracon’s Contract Manager have both agreed to the scope of work and associated costs. The final cost associated with this TA is $71,080.66. Documentation of these costs is included in the Cost Proposal/Level of Effort (CP/LOE) Form and CP/LOE narrative provided by Terracon on December 13, 2023, and revised January 17, 2024, and the TA Form for BIL03A prepared by the Department. The final deliverable for this TA must be received by the Department no later than May 17, 2024.
