Task Assignment HW687 CSS03B Terracon Proposal No. PEQ257126
Dear Ms. Field:
Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to the Florida Department of Environmental Program (FDEP) CERCLA Site Screening Section to prepare a perform site investigation (SI) activities and prepare a Site Inspection Report (SIR) pursuant to the approved Field Sampling Plan for the Former Cal-Spray Chemica Co. (ERIC_18464) facility located at 1715 Silver Star Road, Orlando, Orange County, Florida.
Scope of Services
Review the approved Field Sampling Plan (FSP) and Health and Safety Plan
Field preparation and oversite of geophysical investigation.
Mobilize to site and advance 8 soil borings with soil sampling and the installation of six shallow temporary monitoring wells to a depth of 12 feet below ground surface (bgs).
Collect soil samples 0-1, and 1-2 feet bgs from each soil boring and submit for laboratory analysis for volatile organic compounds (VOCs), organochlorine pesticides (OCPs), insecticides/herbicides and 8-RCRA metals
Perform groundwater sampling at the six temporary monitoring wells and the three existing monitoring wells for laboratory analysis of VOCs, OCPs, insecticide/herbicide and 8-RCRA metals, survey elevation of top of casings, and document water levels from the six temporary monitoring wells: MW001, MW002, MW003, MW004, MW005 and MW006 and the three permanent monitoring wells (MW012, MW011 and MW016). The temporary monitoring wells will be abandoned after groundwater activities are completed.
Proposal for Site Investigation and Reporting Former Cal-Spray Chemical Co., ERIC_18464 Orlando, FL March 20, 2025 Terracon Proposal No. PEQ257126
The investigative derived waste (soil and groundwater) will be containerized in 55-gallon drums and sampled for characterization once sampling is complete.
Review data and prepare the Site Inspection Report (SIR).
See attached LOE for details
Schedule
Deliverable of field notes, lithological logs, well installation logs, photolog, and chain-of-custody documentation within 5 business day of completion of field work.
Deliverable of SIR within 20 business days following receipt of laboratory results.
Compensation See attached CEF for details.
SCOPE OF SERVICES
Subtask 1: Project Management This scope is provided for in the template worksheets for project management.
Subtask 2: Site Investigation Terracon will coordinate a pre-drilling meeting with owner, drillers, geophysical survey subcontractor, and the FDEP.
Oversight of geophysical survey subcontractor Geoview for private utility locates.
Collection of soil samples at eight locations with sampling intervals of 0 to 1 feet below ground surface (bgs) and 1 to 2 feet bgs. Samples are to be submitted to the FDEP Laboratory for analysis for volatile organic compounds (VOCs) by EPA Method 8260, organochlorine pesticides (OCPs) by EPA Method 8081, insecticides/herbicides by EPA Method 8321B and 8- RCRA metals by EPA Method 6020/7471.
Supervise the installation of six temporary shallow monitoring wells at the soil boring locations; the temporary wells are constructed to 14 feet bgs, with 10 feet of 0.006-slotted prepacked screen and 30/65 silica sand.
Drilling services are provided by JAEE using direct push technology and hollow stem auger installation.
Terracon will create an arbitrary datum to survey the temporary monitoring well and the permanent monitoring well top of casings to provide groundwater elevation data and to assess groundwater flow direction.
Collection of depth to groundwater at the six temporary monitoring wells and 3 permanent monitoring wells to provide groundwater elevation data and evaluate shallow groundwater flow direction.
Collection of 6 groundwater samples from the temporary monitoring wells and an additional 3 groundwater samples from the three permanent monitoring wells for VOCs by EPA Method 8260, OCPs by EPA Method 8081, insecticides/herbicides by EPA Method 8321B and 8-RCRA metals by EPA Method 6020/7471. Groundwater sampling will occur a minimum of 24 hours after the temporary monitoring wells installation. The groundwater samples will be submitted to the FDEP Laboratory for analysis.
IDW generated from drilling and groundwater sampling activities will be collected and staged onsite in FDOT approved 55-gallond drums. Once field sampling is complete, samples will be collected from the IDW drums for waste characterization.
Proposal for Site Investigation and Reporting Former Cal-Spray Chemical Co., ERIC_18464 Orlando, FL March 20, 2025 Terracon Proposal No. PEQ257126
Once the IDW waste characterization laboratory results are received, and assessed whether hazardous or non-hazardous, then Terracon will solicit bids for IDW disposal.
Subtask 4: Prepare Site Inspection Report (SIR) Preparation of a SIR to include an evaluation of soil and groundwater data, establish site-specific background screening concentrations for soil and groundwater under investigation and compare environmental sample data results to USEPA and FDEP Cleanup Target Levels (CTLs).
SCHEDULE
Deliverable of field notes, lithological logs, well installation logs, groundwater sampling logs, photolog, and chain-of-custody documentation within 5 business days of completion of field work.
Deliverable of SIR within 20 business days following receipt of laboratory results.
