About this file

This document is a Task Assignment (TA) issued by the State of Florida Department of Environmental Protection (FDEP) to Terracon Consultants, Inc. for groundwater monitoring and reporting services at the Celebrity Cleaners site located at 190 State Road 427, #136, Longwood, Seminole County, Florida (ERIC_5485). The underlying contract is HW687, a statewide indefinite delivery vehicle. The Task Assignment is designated DC032C with a completion date of May 1, 2026. The primary contact for FDEP is Gabriel Sostre, Environmental Specialist II (850-245-8749), and the contractor's project manager is Donna Cline, Senior Associate (904-479-7415).

The scope of work authorizes Terracon to conduct groundwater monitoring and reporting activities across four subtasks: (1) Project Management; (2) VOH (Volatile Organic Hydrocarbon) Groundwater Sampling and Reporting, including preparation of INOC packages for 12 off-site parcels; (3) PFAS (Per- and polyfluoroalkyl substances) Sampling and IDW (Investigative-Derived Waste) Management; and (4) preparation of a Groundwater Monitoring Report. The total Task Assignment value is $18,400.46, funded through fixed unit rates rather than fixed price or cost reimbursement. Payment is structured by deliverable with invoicing contingent upon FDEP approval of specific work products: Subtask 2 ($8,445.39) upon approval of INOC packages and field documents; Subtask 3 ($4,198.98) upon approval of PFAS exhibit and IDW Manifest; and Subtasks 1 and 4 ($5,756.09) upon approval of the Groundwater Monitoring Report. The Task Assignment represents a cost reduction of $309.33 (1.65%) from the previous proposal, with total labor hours reduced from 104.81 to 102.65 hours. Deliverables are due by March 27, 2026, with the Groundwater Monitoring Report required within 20 business days of receipt of analytical results.
