About this file
This is a technical specifications document for stormwater conveyance work prepared by Herbert, Rowland & Grubic, Inc. for West Manchester Township in Pennsylvania. The specifications detail requirements for storm sewer pipe installation and related appurtenances, including materials, quality standards, installation procedures, and testing protocols. Acceptable pipe materials include Reinforced Concrete Pipe (RCP), High-Density Polyethylene/Smooth Lined Corrugated Plastic Pipe (HDPE/SLCPP), and PVC, all meeting PennDOT Publication 408 standards, while Corrugated Metal Pipe (CMP) and aluminized steel pipe are prohibited unless specifically approved by the Township Engineer. The work encompasses pipe bedding, trenching, joint sealing, concrete cradles or encasements, and tie-ins to existing storm infrastructure. Installation must comply with PennDOT specifications, West Manchester Township Construction and Materials Specifications Manual, and relevant ASTM standards. Quality assurance requires shop tests for each pipe type as specified in PennDOT Publication 408, with the Engineer retaining the right to require additional tests and laboratory testing at no cost to the Owner.
The specifications establish comprehensive execution requirements including subgrade preparation, proof rolling, compaction verification, proper handling and storage protocols, and protection against damage or displacement. Field quality control includes cleaning of pipelines prior to testing, alignment verification using light testing to ensure no less than three-quarter light circle visibility between structures, vertical alignment confirmation with zero displacement tolerance, deflection testing for flexible pipes, and line and grade verification through survey methods. Contractors must maintain positive drainage with no reverse slope or standing water, lay pipe upgrade with bell ends upstream unless otherwise directed, ensure joints are watertight, and correct any defects before acceptance. Pipe cutting is restricted to specialized equipment such as abrasive wheels or rotary cutters with minimum laying length of five feet, and all work must be protected until sufficient cover is placed and compacted. No walking on completed pipe lines is permitted until the trench is backfilled one foot deep over the pipes.
