About this file
This is a technical specification document for concrete reinforcing work prepared by Herbert, Rowland & Grubic, Inc. for West Manchester Township in Pennsylvania under Project No. 7297.0444. The specification establishes requirements for reinforcing bars, welded wire fabric, and reinforcement accessories to be incorporated into cast-in-place concrete structural elements. The work scope includes supply and installation of deformed reinforcing steel bars complying with ASTM A615 specifications with 60 ksi yield strength, deformed bar mats per ASTM A184, welded steel wire fabric per ASTM A185, and associated accessory materials including tie wire and bar supports. Installation requirements mandate proper spacing, support, and positioning of reinforcement in accordance with ACI 318 standards, with specific depth tolerances of plus or minus 3/8 inch for reinforcement depths greater than 8 inches and plus or minus 1/2 inch for depths of 8 inches or less. Shop drawings must indicate bar sizes, spacings, locations, splice locations, bending and cutting schedules, and quantities prior to fabrication. The related contract opportunity indicates bids are due by 10:00 AM local time on Wednesday, May 20, 2026, with no pre-bid conference scheduled.
The specification requires manufacturers to provide certification that all products supplied comply with the Pennsylvania Steel Products Procurement Act and meet or exceed specified requirements. Materials must be delivered in manufacturer's original packaging and stored in clean, dry locations remote from construction operations. Reinforcement fabrication must follow CRSI 10-MSP standards and ACI 318 guidelines for bend diameters and splice locations. Special chairs, bolsters, and spacers adjacent to weather-exposed concrete surfaces must be plastic-coated steel to prevent corrosion. Tie wire must be minimum 16 gauge annealed type, and bar supports must include load-bearing pads to prevent damage to vapor retarders. The specification does not indicate specific quantities, pricing, or funding amounts, as this document serves as the technical standard for the excavation and maintenance contract work orders that will be issued by West Manchester Township on an as-needed basis.
