About this file

This is a Temporary Flow Control specification document prepared by Herbert, Rowland & Grubic, Inc. for West Manchester Township's Maintenance & Emergency Contract (Project No. 007297.0444). The specification outlines the contractor's responsibilities for designing, installing, and operating temporary flow control systems to intercept, convey, and discharge flow from sanitary sewers, storm sewers, pump stations, and force mains during construction work. The contractor must submit a Temporary Flow Control Plan at least 10 days before commencing work requiring temporary flow control, including drawings showing sewer plugs and bypass discharge lines, traffic control plans, pump and generator specifications, and an Emergency Cleanup Plan. The temporary flow control system must operate 24 hours per day, 7 days per week, either with on-site personnel or with an alarm system enabling response within 30 minutes. Equipment specifications include fully automatic, self-priming pumps capable of handling 3-inch diameter solids, with noise levels not exceeding 86 dBA at 50 feet; redundant standby pumps and backup generators; mechanical or pneumatic plugs for pipes 24 inches or smaller; and inflatable bag stoppers for larger diameter pipes from manufacturers such as Lansas or Cherne Industries.

The contractor bears all responsibility for system design, installation, operation, maintenance, and removal, including fuel costs for equipment operation. Sanitary sewage must be discharged only to downstream sanitary sewer manholes; dumping or free flow onto property, streets, or sidewalks is strictly prohibited. The contractor must obtain all necessary permits for temporary facilities placed within or near public roadways and must protect water resources, wetlands, private property, and municipal/state rights-of-way throughout bypass operations. Upon completion of work and successful system testing by the Engineer, the contractor must immediately remove all temporary equipment and materials, restore the site to pre-bypass condition, clean up any fuel, coolant, oil, or sewage leaks, and ensure all sewage is emptied from pumps, pipes, and fittings into the sanitary sewer system. The contractor is responsible for all costs associated with damage caused by inadequate protection, stormwater interference, or operational failures, with no additional costs to the Owner.
