About this file
This is a Quality Requirements specification document for Contract 2026-01, a Maintenance & Emergency Contract (Excavation) for West Manchester Township in Pennsylvania, prepared by Herbert, Rowland & Grubic, Inc. The specification establishes minimum quality standards for construction work related to emergency and maintenance services for the Township's sanitary sewer and storm sewer collection and conveyance systems. The contract covers repair of existing facilities through work orders issued by the Owner, with sealed bids due by 10:00 AM on Wednesday, May 20, 2026, submitted online through PennBID. No pre-bid conference will be held for this project. Bidding documents are available for download from https://pennbid.bonfirehub.com/, with prospective bidders urged to register as plan holders on the designated website for periodic updates on addenda and other relevant information.
The specification document establishes comprehensive quality control and assurance requirements that contractors must satisfy, including compliance with manufacturers' recommended tolerances, reference standards, and applicable codes. Contractors are responsible for employing and paying for independent testing agency services acceptable to the Owner, with such agencies authorized to operate in Pennsylvania and maintaining full-time specialists. Testing equipment must be calibrated with accuracy traceable to the National Bureau of Standards. Bid security in the form of a Certified Check or Bid Bond is required in an amount not less than 10% of the bid. The document emphasizes that employment of testing agencies does not relieve contractors of their obligation to perform work according to contract requirements, and any retesting or re-inspection costs resulting from nonconformance will be charged to the contractor by deducting testing charges from the contract sum.
