About this file
This is a technical specification document for concrete manholes and inlets prepared for West Manchester Township in Pennsylvania under Contract 2026-01: Maintenance & Emergency Contract (Project No. 7297.0444). The specification details requirements for modular precast Portland cement concrete manholes, precast polymer concrete manholes, frames, covers, and related accessories for the township's sanitary sewer and storm sewer collection and conveyance systems. The project encompasses repair and maintenance of existing facilities issued through Work Orders by the Owner. Approved manufacturers for manhole sections include Monarch Precast Concrete and Terre-Hill Precast; frame and cover manufacturers include EJ and Neenah; and riser ring manufacturers include Pro-Ring and Lad-Tech. All precast concrete structures must comply with ASTM C478, ASTM C913, ASTM C923, and ASTM C990 standards, and manufacturers must be listed in PennDOT Bulletin 15 with plant certification through either the Prestressed Concrete Institute (PCI) or National Precast Concrete Association (NPCA). Manhole sections must utilize sulfate-resistant cement per ASTM C150 Type II or ASTM C595/C1157 Type IP(MS) or IL(MS) blended cement with 4,500 psi concrete strength. Sealed bids were requested by 10:00 AM on May 20, 2026, with bid security of not less than 10% required in the form of a Certified Check or Bid Bond.
The specification requires comprehensive submittals including manufacturer certifications of ASTM compliance, PennDOT CS-430 forms for precast concrete structures within the PennDOT right-of-way, Pennsylvania Steel Products Procurement Act compliance certification, and detailed shop drawings indicating structure locations, elevations, piping sizes, and penetrations. Structural design loading must comply with ASTM C857 for heavy traffic conditions (A-16 loading, maximum 16,000 pounds per wheel), and all manholes must achieve AASHTO Highway Loading Class H-20 rating. Field quality control includes vacuum testing of each completed manhole per Section 33 05 05.36, with mandatory testing conducted in the presence of the Engineer after backfilling completion and with frames installed. Manhole exteriors require two coats of coal tar epoxy with a minimum twenty-mil dry film thickness. All materials must be inspected upon delivery, handled according to manufacturer instructions, and stored in clean, dry locations. The specification mandates that defective materials be rejected and promptly removed from the site, with repairs and retesting conducted at no additional expense to the Owner.
