About this opportunity
West Manchester Township in York County, Pennsylvania is procuring an indefinite-delivery, indefinite-quantity maintenance and emergency contract for excavation and repair work on its sanitary sewer and storm sewer collection and conveyance systems. Sealed bids were due by 10:00 AM local time on Wednesday, May 20, 2026, submitted online through PennBID, with public bid opening conducted on the same date. The contract encompasses emergency repair work to address serious situations such as sewer collapses, force main breakdowns, and sinkholes, as well as maintenance work for repair or replacement of existing utility facilities, with specific scope and pricing determined through individual work orders issued by the owner. Deliverables include excavation, trenching, rock removal, dewatering, sinkhole remediation, utility line removal and abandonment, installation of gravity and pressure sanitary sewer piping systems, storm sewer conveyance systems, concrete structures (manholes, inlets, thrust blocks), concrete paving, asphalt paving, erosion and sedimentation controls, and comprehensive testing including air testing, vacuum testing, hydrostatic testing, television inspection, and mandrel testing. Required qualifications include a minimum of three years documented experience performing emergency and maintenance contract work within Pennsylvania, evidence of Pennsylvania Department of Transportation prequalification if required, completion of a Non-Collusion Affidavit, and submission of a Public Works Employment Verification Form certifying E-Verify enrollment and compliance with Act 141 of 2022. Bidders must submit bid security in the form of a certified check or bid bond in an amount not less than 10 percent of the maximum bid price, and the contract will be awarded to the responsible bidder submitting the lowest responsive bid based on unit price comparisons of estimated quantities multiplied by submitted unit prices covering labor, materials, equipment rental, and miscellaneous fees.
The contract contains no designated set-asides for disadvantaged enterprises or minority-owned businesses, and all organizations are eligible to respond provided they meet the stated qualifications and comply with Pennsylvania prevailing wage requirements and statutory obligations. Bidders cannot be debarred under the Pennsylvania Prevailing Wage Act or subject to Title 67, Chapter 459.3(1) restrictions. The contract represents an ongoing maintenance and emergency arrangement for an initial three-year period with two optional one-year renewal periods, with no specific incumbent contractor identified and no technology integration requirements mentioned in the procurement documents. No specific budget range or award value is established, as compensation is based on unit prices stipulated in the bid form for labor (hourly rates for foremen, skilled, semi-skilled, and common laborers paid in 15-minute increments), materials (reimbursed at actual cost plus applicable tax and transportation with a percentage markup as bid), and equipment rental (based on the Rental Rate Blue Book for Construction Equipment with allowable area adjustments). The Township is exempt from Pennsylvania state sales and use taxes, which must not be included in bid pricing. Performance and Payment Bonds using modified EJCDC C-610 and C-615 forms will be required as preconstruction documents, with contractors required to execute the contract and furnish required contract security within 15 days of receiving the Notice of Award.
