About this file
This is a technical specifications document for asphalt paving work under Contract 2026-01: Maintenance & Emergency Contract (Excavation) issued by West Manchester Township in Pennsylvania. The project encompasses asphalt paving restoration including aggregate subbase installation, base course placement, and wearing course application for streets, driveways, parking areas, and other surfaces disturbed during utility maintenance and emergency work. Work will be performed on an as-needed basis through Work Orders issued by the Owner, with sealed bids due by 10:00 AM on Wednesday, May 20, 2026. The specifications require compliance with PennDOT standards and publications, including use of PG 64S-22 asphalt cement and Superpave mixture designs for both base and wearing courses. Existing pavement must be saw-cut equidistant from trench centerlines and removed to a width equal to maximum excavation width plus one foot on each side. The contractor is responsible for temporary surfacing maintenance if permanent pavement cannot be placed due to weather, with permanent surfacing required within ten days of base course installation or temporary pavement placement as conditions allow.
The contractor must obtain all asphalt and aggregate materials from the same source throughout the project and submit product data, mix designs with laboratory test results, and material certifications from PennDOT-registered and approved manufacturers. Daily surface maintenance is mandatory during construction, including street sweeping and dust control measures, with failure to maintain conditions subject to backcharging of corrective work costs. The contractor shall maintain all completed paving work for twelve months following the Owner's approval of the final Completion Certificate at no additional compensation, including repair or replacement of failed sections or damaged areas. Bid security in the form of a Certified Check or Bid Bond is required in an amount not less than 10%. Bidding documents are available through PennBID at https://pennbid.bonfirehub.com/, with no pre-bid conference scheduled.
