About this file

This is an Execution Requirements specification document prepared by Herbert, Rowland & Grubic, Inc. for West Manchester Township's Contract 2026-01: Maintenance & Emergency Contract (Excavation), Project No. 7297.0444, located in Pennsylvania. The specification establishes comprehensive execution requirements for construction work related to the Township's sanitary and storm sewer collection and conveyance systems. The document outlines mandatory field engineering services, including employment of a registered Pennsylvania land surveyor to verify setbacks, easements, dimensions, and elevations; establish control points; and maintain accurate logs throughout construction. The specification requires testing, adjusting, and balancing to be reported by an independent firm, with examination of existing site conditions and substrate surfaces mandatory before commencing work. Installation must comply with manufacturer instructions, maintain proper alignment and elevation, ensure minimum 8-foot headroom clearance in non-suspended ceiling spaces, and achieve industry-recognized tolerances. The work covers cutting, patching, protecting installed construction, progress cleaning, and correction of defective work, with all activities subject to engineer approval and inspection.

The specification imposes strict requirements for site cleanliness, including daily removal of waste materials with no storage exceeding seven days during normal weather or three days when temperatures exceed 80 degrees Fahrenheit. Hazardous materials must be containerized separately and disposed of in compliance with regulations and NFPA 241 standards. Contractors are prohibited from burying, burning, or washing waste materials on-site. All installed work must be protected from damage throughout the construction period, with special attention to waterproofed and roofed surfaces. Cutting and patching of structural, weather-exposed, or moisture-resistant elements require advance written approval. Contractors must restore permanent facilities to specified conditions and remove or replace defective components, damaged surfaces, and chipped or broken materials exposed to view. The specification emphasizes coordination with the engineer for clarifications, visual effect decisions, and mounting height determinations where not otherwise indicated.
