About this file
This is a technical specification document for fill materials and backfilling procedures prepared for West Manchester Township in Pennsylvania under Contract 2026-01: Maintenance & Emergency Contract (Excavation), Project No. 7297.0444. The specification outlines requirements for multiple fill operations including backfilling building perimeters and site structures to subgrade elevations, fill under slabs-on-grade and paving, and fill for over-excavation correction. The work must comply with PennDOT and West Manchester Township standards, with specific material requirements including PennDOT 2A structural fill, AASHTO No. 57 structure backfill, AASHTO No. 8 granular fill, flowable fill per PennDOT requirements, and suitable backfill and embankment material for subsoil fill. All materials must be placed in continuous layers with maximum compacted depths of 8 inches and must achieve specified density requirements verified through laboratory and field testing in accordance with AASHTO T180, ASTM D698, ASTM D1557, ASTM D2922, and ASTM D3017 standards.
The specification requires backfill materials to be placed at optimum moisture content with systematic layering to allow for natural settlement, and all filled surfaces must be within plus or minus 1 inch of required elevations. Backfill materials must be compacted to 90 percent of maximum density for grass areas per ASTM D698 and to 98 percent maximum dry density for over-excavation corrections. Site conditions must be verified prior to backfilling, including inspection of subdrainage and waterproofing installations and confirmation that unsupported walls can support imposed loads. All work must be protected and reshaped where subjected to vehicular traffic, with surplus materials removed from site and proof rolling required for compacted fill surfaces under pavement.

1.4 QUALITY ASSURANCE
A. Perform Work in accordance with PennDOT and West Manchester Township standards.
PART 2 - PRODUCTS
2.1 FILL MATERIALS
A. Structural Fill: PennDOT 2A as specified in Section 31 05 16.
B. Structure Backfill: AASHTO No. 57 as specified in Section 31 05 16.
C. Granular Fill: AASHTO No. 8 as specified in Section 31 05 16.
D. Flowable Fill: Per PennDOT requirements.
E. Subsoil Fill: Suitable Backfill and Embankment Material as specified in Section 31 05 13.
PART 3 - EXECUTION
3.1 EXAMINATION
A. Verify subdrainage, dampproofing, or waterproofing installation has been inspected.
B. Verify underground tanks are anchored to their own foundations to avoid flotation after backfilling.
C. Verify structural ability of unsupported walls to support loads imposed by fill.
3.2 PREPARATION
A. Compact subgrade to density requirements for subsequent backfill materials.
B. Cut out soft areas of subgrade not capable of compaction in place. Backfill with structural fill and compact to density equal to or greater than requirements for subsequent fill material.
C. Proof roll to identify soft spots; fill and compact to density equal to or greater than requirements for subsequent fill material.
3.3 BACKFILLING
A. Backfill areas to contours and elevations with unfrozen materials.
B. Systematically backfill to allow maximum time for natural settlement. Do not backfill over porous, wet, frozen or spongy subgrade surfaces.
C. Place material in continuous layers as follows:
1. Subsoil Fill: Maximum 8 inches compacted depth.
2. Structural Fill: Maximum 8 inches compacted depth.
Herbert, Rowland & Grubic, Inc. 31 23 23 - 3 007297.0444
