About this file
This is a specifications document for Erosion and Sedimentation Controls prepared by Herbert, Rowland & Grubic, Inc. for West Manchester Township's Maintenance & Emergency Contract (Excavation) Project No. 7297.0444 in Pennsylvania. The document establishes guidelines and specific techniques for minimizing erosion and sedimentation during and after construction activities related to the township's sanitary sewer and storm sewer collection and conveyance systems. The specifications detail requirements for geotextile materials, sediment barriers including silt socks, weighted sediment filter tubes, silt fencing, and inlet filter bags, along with erosion control mulch blankets and planting materials. Construction entrance preparation, site stabilization measures, and sediment barrier installation procedures are outlined with specific technical requirements. Weekly inspections of erosion and sediment control measures are mandated, with maintenance required following any runoff events. Sediment accumulation removal is required when structures reach one-third depth capacity, with channels cleaned at approximately one-half depth. All work must comply with Pennsylvania Department of Environmental Protection standards and the York County Conservation District regulations, with the contractor bearing responsibility for any fines resulting from inadequate erosion and sedimentation protection.
The specifications reference multiple industry standards including AASHTO, ASTM International, American Concrete Institute, and Precast/Prestressed Concrete Institute standards for testing and quality control. Geotextile separation fabric must meet minimum requirements of 12 oz./sq. yard weight, 120 mil thickness, and 70 gpm/sq. ft. vertical water flow rate. Silt fence fabric must demonstrate grab tensile strength of 120 lbs and mullen burst strength of 200 psi. An approved Erosion and Sediment Pollution Control Plan must be submitted if required, with all work performed in accordance with applicable permits. The contractor is responsible for maintaining all erosion and sediment control measures throughout the project duration and for compliance with Pennsylvania Code Chapter 102 regarding sediment disposal procedures.
