About this file
This Unit Prices specification document is for Contract 2026-01: Maintenance & Emergency Contract (Excavation) issued by West Manchester Township in Pennsylvania (Project No. 007297.0444). The contract covers emergency and maintenance work for the Township's owned utilities, including repair of existing sanitary sewer and storm sewer collection and conveyance systems. Sealed bids were due by 10:00 AM on Wednesday, May 20, 2026, submitted online through PennBID. Bid security in the form of a Certified Check or Bid Bond is required at a minimum of 10% of the bid amount. No pre-bid conference was held for the project. Work will be issued through Work Orders by the Owner on an as-needed basis for emergency or maintenance activities.
The contract uses a unit price payment structure with compensation calculated across multiple bid form items: labor (Items A1-A11), materials (Item B1), equipment rental (Items C1-C24), and miscellaneous approved fees (Item D1). Labor costs include hourly rates for foremen, skilled, semi-skilled, and common laborers paid in 15-minute increments, plus prevailing wage rate labor when applicable as determined by the Secretary of Labor and Industry. Material costs are reimbursed at actual cost plus applicable tax and transportation, with a percentage markup as bid. Equipment rental rates are based on the Rental Rate Blue Book for Construction Equipment with allowable area adjustments, excluding small tools and pickup trucks covered under the percent fee. Partial payments for stored materials will not be made, and contractors will only be paid for up to 50% of work until all work passes required testing. The percent fees bid cover indirect expenses including administration, overhead, insurance, and anticipated profit.
