About this file
This is a Scope of Work document prepared by Herbert, Rowland & Grubic, Inc. for West Manchester Township's Maintenance & Emergency Contract (Project No. 7297.0444) in Pennsylvania. The document outlines site clearing services required for the township's utility infrastructure projects. The scope of work includes removal of surface debris, designated paving and curbs, trees, shrubs, and other plant life, abandoned utilities, and topsoil excavation. Work must comply with all applicable environmental codes and disposal regulations. Contractors must call Local Utility Line Information services at least three working days before beginning work to locate and mark underground utilities. The contract allows for work to be issued on an as-needed basis through Work Orders from the Owner. Sealed bids were to be received by West Manchester Township online until 10:00 AM local time on Wednesday, May 20, 2026, with bids publicly opened on PennBID. No pre-bid conference was scheduled for this project.
The specification requires contractors to protect designated trees, plant growth, survey control points, and existing structures from damage during clearing operations. All debris, rock, and extracted plant material must be removed from the site and disposed of at locations outside the Owner's property in compliance with applicable laws; burning or burying materials on site is prohibited. Topsoil must be excavated separately without mixing with foreign materials, stockpiled to a maximum depth of eight feet in a designated site location, and retained on site for finish grading purposes. Bid security in the form of a Certified Check or Bid Bond equal to at least ten percent of the bid amount was required. Prospective bidders were instructed to register on PennBID and obtain all bidding documents from the designated website, as the Owner and Engineer would not be responsible for documents obtained from other sources.
