About this file

This is a technical specification document for sanitary sewerage force main piping work under a maintenance and emergency contract issued by West Manchester Township in Pennsylvania (Project No. 7297.0444). The specification establishes standards for the installation of force mains, bedding materials, and related piping systems for the township's sanitary sewer collection and conveyance systems. The work includes materials and installation procedures for ductile-iron piping (Class 53, 350 psig pressure rating) and polyethylene piping (200 psig pressure rating) in sizes ranging from 3 inches to 12 inches nominal diameter. The specification references multiple ASTM International, AWWA, and AASHTO standards for materials testing, compaction requirements, and quality control. Key installation requirements include bedding placement in continuous layers not exceeding 8 inches, minimum 12-inch compacted cover over pipe, thrust restraints at bends and directional changes, pressure testing per hydrostatic standards, and pipe markers for identification. The contract operates as an on-demand work authorization system through which West Manchester Township will issue Work Orders for specific emergency and maintenance projects as needed.

The specification document does not establish pricing terms, as this is a technical standard document rather than a price schedule. The related bid solicitation indicates that sealed bids are due by 10:00 AM on Wednesday, May 20, 2026, with bid security required in the amount of 10% (in the form of a certified check or bid bond). No pre-bid conference is scheduled for this project. The contract is structured as a maintenance and emergency contract covering repair of existing sanitary and storm sewer facilities for West Manchester Township's utilities, with work to be authorized through individual Work Orders issued by the Owner. Bidding documents are available through the PennBID website (https://pennbid.bonfirehub.com/), and prospective bidders are encouraged to register as plan holders for updates on addenda and other project information.
