About this file
This is a Product Requirements specification document prepared by Herbert, Rowland & Grubic, Inc. for West Manchester Township's Contract 2026-01: Maintenance & Emergency Contract (Excavation), Project No. 7297.0444, located in Pennsylvania. The specification establishes standards for all products to be furnished and incorporated into the work, including materials, equipment, and systems. Products must comply with specified reference standards and requirements, be new and undamaged at time of installation, and include all necessary accessories, trim, finish, and fasteners for complete installation. The document defines product selection procedures, including provisions for named products, "or equal" substitutions (requiring approval through submittal), and basis-of-design products. Contractors must confirm manufacturer production capacity to meet project requirements on schedule. Sealed bids for the emergency and maintenance work related to West Manchester Township's sanitary and storm sewer collection systems are due by 10:00 AM local time on Wednesday, May 20, 2026, with public opening on PennBID. Bidding documents are available at https://pennbid.bonfirehub.com/, and prospective bidders are urged to register as plan holders. No pre-bid conference will be held for this project.
All products must be domestic products (mined, manufactured, fabricated, or produced in the United States or its territories) unless otherwise specified. Products shall be delivered in manufacturer's original sealed containers with labels and instructions intact, with delivery coordinated to minimize on-site storage and prevent overcrowding of construction spaces. Storage and handling must follow manufacturer's instructions, with sensitive products protected in weathertight, climate-controlled enclosures and exterior fabricated products placed on sloped supports aboveground. Bid security in the form of a Certified Check or Bid Bond is required in an amount not less than 10% of the bid amount. The specification reserves the Engineer's right to limit product selection to those with warranties not in conflict with contract requirements, and it establishes procedures for visual selection specifications where applicable, distinguishing between standard range and full range selections for colors, patterns, and textures.
