About this file

This is a technical specification document for rock removal work prepared by Herbert, Rowland & Grubic, Inc. for West Manchester Township in Pennsylvania as part of Contract 2026-01, a maintenance and emergency contract for excavation work. The specification defines the scope of rock removal operations during excavation activities, including the mechanical methods required to break and remove rock encountered during construction. The work encompasses identifying and removing trench rock (defined as solid mineral material exceeding 1/6 cubic yard in volume or material that cannot be removed by a 3/4 cubic yard capacity excavator without drilling or blasting), with finished rock surfaces required to be relatively uniform. Specific requirements include excavating to six inches below pipe invert elevation in utility trenches and maintaining a width 16 inches wider than pipe diameter. The sealed bid deadline for the overall contract is 10:00 AM local time on Wednesday, May 20, 2026, with bids to be publicly opened through PennBID. Bidding documents are available through the designated website at https://pennbid.bonfirehub.com/, and no pre-bid conference will be held. Bid security is required in the form of a certified check or bid bond in an amount not less than 10%.

The specification requires that all rock removal work follow mechanical methods including trenchers, hydraulic breakers, rippers, or other specialized equipment, with materials excavated from the site to be removed in their entirety. The contractor must provide bearing surface preparation, remove shaled layers to ensure sound bases, and request visual inspection by the Engineer and inspection agency before subsequent work installation. Unauthorized rock removal must be corrected in accordance with backfilling and compacting requirements outlined in Section 31 23 23. The contract represents ongoing maintenance and emergency work for West Manchester Township's sanitary sewer and storm sewer collection and conveyance systems, with work to be performed upon issuance of work orders by the Owner. Field quality control procedures and submittal requirements follow standard specifications referenced in the technical standards.
