About this file
This is a technical specification document for cast-in-place concrete work related to Contract 2026-01, a Maintenance & Emergency Contract for excavation issued by West Manchester Township in Pennsylvania. The specification covers concrete requirements for multiple applications including manholes, pipe encasement, inlets, thrust blocks, anchors, and pipe cradles. The document outlines detailed requirements for material sourcing, concrete mix design, and quality standards, with separate specifications for non-structural concrete (3,000 psi compressive strength at 28 days), structural concrete (4,000 psi compressive strength), thrust blocks and anchors, and pipe encasements. All work must comply with American Concrete Institute standards (ACI 301, 305R, 306.1, 308.1, and 318) and applicable ASTM International specifications. The sealed bid deadline for the overall contract is 10:00 AM on Wednesday, May 20, 2026, with bids to be publicly opened on PennBID.
The specification mandates strict compliance with PennDOT standards for concrete materials and construction methods, including Portland cement Type I with maximum water-cement ratios of 0.50 for non-structural concrete and 0.45 for structural concrete, and a minimum cement content of 560-564 pounds per cubic yard. Concrete must include air entrainment at 6 percent plus or minus 1.5 percent, and slump specifications of 4 inches plus or minus 1 inch. The contractor must submit concrete mix designs, manufacturer certifications, and field quality control test results demonstrating compliance through compressive strength testing of specimens at 7 and 28 days. Cold and hot weather concreting protocols are required with specific temperature controls, and concrete must be cured for a minimum of 7 days at ambient temperatures above 40 degrees Fahrenheit. Bid security of not less than 10% in the form of a certified check or bid bond is required, and bidding documents are available exclusively through the PennBID website.
